GROUNDWATER PROTECTIONPROGRAM DESCRIPTIONS<strong>Texas</strong> Natural Resource Conservation <strong>Commission</strong>The <strong>Texas</strong> Natural Resource Conservation <strong>Commission</strong> (TNRCC) conducts regulatory <strong>groundwater</strong>protection programs that focus on both the prevention of contamination and the identification, assessment,and remediation of existing problems. The TNRCC implements these programs through education, voluntaryaction assistance, permitting, and enforcement. As the state lead agency for water quality protection, theTNRCC administers both state and federally mandated programs. Federal programs administered by theTNRCC include the Resource Conservation and Recovery Act; the Comprehensive Environmental Response,Compensation and Liability Act; the Clean Water Act; the Safe Drinking Water Act; and the development ofstate management plans for prevention of pesticide contamination of <strong>groundwater</strong> under the FederalInsecticide, Fungicide, and Rodenticide Act.The Office of Waste Management contains the following <strong>groundwater</strong> related programs. The PetroleumStorage Tank Division regulates underground and above ground product storage tanks and requires<strong>groundwater</strong> monitoring and remediation at contaminated sites. The Industrial and Hazardous Waste Divisionhas responsibility for preventing <strong>groundwater</strong> contamination and ensuring remediation at industrial sitesthrough the waste disposal facility permitting program, and the Class I and Class III underground injectioncontrol programs. The Municipal Solid Waste Division monitors activities associated with the collection,handling, storage, processing, and disposal of municipal solid waste to ensure protection of <strong>groundwater</strong>. ThePollution Cleanup Division is responsible for Federal and State Superfund activities, the Voluntary CleanupProgram, Corrective Action and spill response. The division conducts remedial investigations and seeksfunding for remedial activities based upon a health risk ranking program. Office of Waste Managementprogram descriptions are included for the Industrial and Hazardous Waste, Municipal Solid Waste, PetroleumStorage Tank, and Pollution Cleanup Divisions.The Office of Water Resource Management contains the following <strong>groundwater</strong> related programs. The WaterQuality Division is responsible for the surface and <strong>groundwater</strong> quality management and planning programs,the development and implementation of water quality standards, the implementation of the surface and<strong>groundwater</strong> nonpoint source pollution programs, the Class V underground injection well program, thepesticides in <strong>groundwater</strong> program, ensuring that <strong>groundwater</strong> resources are protected through permittingactivities related to concentrated animal feeding operations and municipal and industrial wastewatertreatment, and supporting the <strong>Texas</strong> Groundwater Protection Committee. The Water Utilities Divisionmonitors public water systems for compliance with state drinking water standards and conducts the SourceWater Protection Program. Office of Water Resource Management program descriptions are included for theWater Quality and Water Utilities Divisions.Within the Office of Compliance and Enforcement, the Field Operations Division is responsible for the fieldinvestigation of contamination complaints and the inspection of permitted and non-permitted facilities. Inaddition, primary responsibility for the Edwards Aquifer Protection program is in this division. TheCompliance Support Division is responsible for professional licensing and the on-site wastewater program.The Enforcement Division is responsible for ensuring that <strong>groundwater</strong> resources are protected during31
