GROUNDWATER PROTECTIONPROGRAM DESCRIPTIONS<str<strong>on</strong>g>Texas</str<strong>on</strong>g> Natural Resource C<strong>on</strong>servati<strong>on</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g>The <str<strong>on</strong>g>Texas</str<strong>on</strong>g> Natural Resource C<strong>on</strong>servati<strong>on</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> (TNRCC) c<strong>on</strong>ducts regulatory <str<strong>on</strong>g>groundwater</str<strong>on</strong>g>protecti<strong>on</strong> programs that focus <strong>on</strong> both the preventi<strong>on</strong> of c<strong>on</strong>taminati<strong>on</strong> and the identificati<strong>on</strong>, assessment,and remediati<strong>on</strong> of existing problems. The TNRCC implements these programs through educati<strong>on</strong>, voluntaryacti<strong>on</strong> assistance, permitting, and enforcement. As the state lead agency for water quality protecti<strong>on</strong>, theTNRCC administers both state and federally mandated programs. Federal programs administered by theTNRCC include the Resource C<strong>on</strong>servati<strong>on</strong> and Recovery Act; the Comprehensive Envir<strong>on</strong>mental Resp<strong>on</strong>se,Compensati<strong>on</strong> and Liability Act; the Clean Water Act; the Safe Drinking Water Act; and the development ofstate management plans for preventi<strong>on</strong> of pesticide c<strong>on</strong>taminati<strong>on</strong> of <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> under the FederalInsecticide, Fungicide, and Rodenticide Act.The Office of Waste Management c<strong>on</strong>tains the following <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> related programs. The PetroleumStorage Tank Divisi<strong>on</strong> regulates underground and above ground product storage tanks and requires<str<strong>on</strong>g>groundwater</str<strong>on</strong>g> m<strong>on</strong>itoring and remediati<strong>on</strong> at c<strong>on</strong>taminated sites. The Industrial and Hazardous Waste Divisi<strong>on</strong>has resp<strong>on</strong>sibility for preventing <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> c<strong>on</strong>taminati<strong>on</strong> and ensuring remediati<strong>on</strong> at industrial sitesthrough the waste disposal facility permitting program, and the Class I and Class III underground injecti<strong>on</strong>c<strong>on</strong>trol programs. The Municipal Solid Waste Divisi<strong>on</strong> m<strong>on</strong>itors activities associated with the collecti<strong>on</strong>,handling, storage, processing, and disposal of municipal solid waste to ensure protecti<strong>on</strong> of <str<strong>on</strong>g>groundwater</str<strong>on</strong>g>. ThePolluti<strong>on</strong> Cleanup Divisi<strong>on</strong> is resp<strong>on</strong>sible for Federal and State Superfund activities, the Voluntary CleanupProgram, Corrective Acti<strong>on</strong> and spill resp<strong>on</strong>se. The divisi<strong>on</strong> c<strong>on</strong>ducts remedial investigati<strong>on</strong>s and seeksfunding for remedial activities based up<strong>on</strong> a health risk ranking program. Office of Waste Managementprogram descripti<strong>on</strong>s are included for the Industrial and Hazardous Waste, Municipal Solid Waste, PetroleumStorage Tank, and Polluti<strong>on</strong> Cleanup Divisi<strong>on</strong>s.The Office of Water Resource Management c<strong>on</strong>tains the following <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> related programs. The WaterQuality Divisi<strong>on</strong> is resp<strong>on</strong>sible for the surface and <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> quality management and planning programs,the development and implementati<strong>on</strong> of water quality standards, the implementati<strong>on</strong> of the surface and<str<strong>on</strong>g>groundwater</str<strong>on</strong>g> n<strong>on</strong>point source polluti<strong>on</strong> programs, the Class V underground injecti<strong>on</strong> well program, thepesticides in <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> program, ensuring that <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> resources are protected through permittingactivities related to c<strong>on</strong>centrated animal feeding operati<strong>on</strong>s and municipal and industrial wastewatertreatment, and supporting the <str<strong>on</strong>g>Texas</str<strong>on</strong>g> Groundwater Protecti<strong>on</strong> Committee. The Water Utilities Divisi<strong>on</strong>m<strong>on</strong>itors public water systems for compliance with state drinking water standards and c<strong>on</strong>ducts the SourceWater Protecti<strong>on</strong> Program. Office of Water Resource Management program descripti<strong>on</strong>s are included for theWater Quality and Water Utilities Divisi<strong>on</strong>s.Within the Office of Compliance and Enforcement, the Field Operati<strong>on</strong>s Divisi<strong>on</strong> is resp<strong>on</strong>sible for the fieldinvestigati<strong>on</strong> of c<strong>on</strong>taminati<strong>on</strong> complaints and the inspecti<strong>on</strong> of permitted and n<strong>on</strong>-permitted facilities. Inadditi<strong>on</strong>, primary resp<strong>on</strong>sibility for the Edwards Aquifer Protecti<strong>on</strong> program is in this divisi<strong>on</strong>. TheCompliance Support Divisi<strong>on</strong> is resp<strong>on</strong>sible for professi<strong>on</strong>al licensing and the <strong>on</strong>-site wastewater program.The Enforcement Divisi<strong>on</strong> is resp<strong>on</strong>sible for ensuring that <str<strong>on</strong>g>groundwater</str<strong>on</strong>g> resources are protected during31
