No action was required.ROGERS STATE UNIVERSITYREPORT OF THE PRESIDENT OF THE UNIVERSITYPresident Rice opened his report by thanking his staff and o<strong>the</strong>rs at RSU whomade <strong>the</strong> meeting successful. He also introduced two new vice presidents thatwere attending <strong>the</strong>ir first Regents’ meeting, Dr. Richard Beck, who has beenVice President <strong>of</strong> Academic Affairs for 70 days, and Dr. Tobie Titsworth,Vice President for Student Affairs for eight days. The President was pleasedto announce that <strong>the</strong> RSU public television station was to air <strong>the</strong> firstPresidential forum live and that people would be able to submit questions for<strong>the</strong> candidates to <strong>the</strong> national center. He reported that enrollment is stable,with about <strong>the</strong> same number <strong>of</strong> students as last year taking more credit hours.
<strong>September</strong> 9-10, 2008 31340The President’s residence was reopened with a cook out for about 100 Honorsand PLC students. Dr. Rice traveled with <strong>the</strong> President’s Leadership Class on<strong>the</strong>ir annual outing, to Fort Worth this year. The group traveled via Amtrakand toured <strong>the</strong> Stock Yards, museums and more. He also reported that he hasbeen speaking to various groups, including <strong>the</strong> Fellowship <strong>of</strong> ChristianAthletes, Rogers County Historical Society, Bartlesville Rotary Club, etc.The administration is also busy fundraising for <strong>the</strong> RSU Centennialcelebration, stating that <strong>the</strong> City <strong>of</strong> Claremore was <strong>the</strong> first group to stepforward to <strong>of</strong>fer some financial assistance. The President also spoke to <strong>the</strong>Will Rogers Memorial Commission, reiterating that <strong>the</strong> University isinterested in a possible merger as long as <strong>the</strong> Board approves and <strong>the</strong>re is afunding mechanism in place. He closed his report by saying that <strong>the</strong> firsttown and gown event <strong>of</strong> his administration will be on October 20, invitingcommunity leaders to campus to meet students, faculty and staff.DRUG SCREENING POLICY FOR STUDENTS IN CLINICAL PROGRAMS – RSUA key component <strong>of</strong> <strong>the</strong> Rogers State University programs is <strong>the</strong> placement <strong>of</strong>students at clinical facilities to meet <strong>the</strong> clinical experiential requirements <strong>of</strong> <strong>the</strong> respectivecurricula. Many clinical practice settings (such as hospitals, clinics, and home and communityhealth settings) are required by <strong>the</strong>ir accreditation agency, Joint Commission on Accreditation <strong>of</strong>Healthcare Organizations (JCAHO), to provide a drug screening for security purposes onindividuals who supervise care, render treatment, and provide services within <strong>the</strong> facility. As aresult, many clinical facilities have adopted policies requiring drug screening for <strong>the</strong>ir employeesand those working in <strong>the</strong>ir settings, including students in <strong>the</strong> facility as part <strong>of</strong> a clinical rotation.These same clinical facilities have also been requiring criminal background checks on students in<strong>the</strong>ir facilities for <strong>the</strong> past several years.The intent <strong>of</strong> this drug screening policy is to provide a framework within whichRogers State University can meet <strong>the</strong> requirements <strong>of</strong> its clinical affiliates to place only thosestudents with a clear drug screen in those clinical rotation sites. This policy, attached hereto asExhibit D, will go into effect Fall 2008 for enrolled students and in Spring 2009 for admittedapplicants.President Rice recommended <strong>the</strong> Board <strong>of</strong> Regents approve a Drug Screening policyfor Rogers State University students enrolled in programs with clinical rotations at health carefacilities that now require drug screening for <strong>the</strong> program(s) as a condition <strong>of</strong> <strong>the</strong> facility’seducational affiliation agreement with <strong>the</strong> University.Regent Wade moved approval <strong>of</strong> <strong>the</strong> recommendation. The following voted yes on<strong>the</strong> motion: Regents Wade, Bell, Rainbolt-Forbes, Dunning and Clark.
