The 2 percent increase will be distributed across <strong>the</strong> boardwith departments allowed to award additional increases on <strong>the</strong> basis <strong>of</strong> meritorious performance.The salary guidelines allowed flexibility in addressing special salary needs such as compression,retention and exceptional merit. Recommended salary increases total $4.9 million, including $3.3million in educational and general funds.The Law Center has recommended salary increases averaging 3.3 percent with a totalcost <strong>of</strong> $233,000.A report detailing recommended salaries for staff earning over $60,000 annually andfor all faculty is provided separately.President Boren recommended <strong>the</strong> Board <strong>of</strong> Regents approve <strong>the</strong> Fiscal Year 2009Norman Campus salary and wage increases for faculty and staff, as presented, with an effectivedate <strong>of</strong> October 1, 2008 for monthly employees and <strong>September</strong> 27, 2008 for hourly employees.Regent Clark moved approval <strong>of</strong> <strong>the</strong> recommendation. ADKINS GALLERY ADDITION –NCAt <strong>the</strong> October 2007 meeting, <strong>the</strong> Board <strong>of</strong> Regents ranked Elliott + AssociatesArchitects, <strong>of</strong> Oklahoma City, first among firms considered for providing pr<strong>of</strong>essionalarchitectural and engineering services for <strong>the</strong> Fred Jones Jr. Museum <strong>of</strong> Art, Eugene B. AdkinsGallery Addition project. A feasibility study for construction was completed, and <strong>the</strong> projectwas approved by <strong>the</strong> Board at <strong>the</strong> May 2008 meeting as a part <strong>of</strong> <strong>the</strong> comprehensive CampusMaster Plan <strong>of</strong> Capital Projects for <strong>the</strong> Norman Campus.Project design is currently underway. The plan calls for creation <strong>of</strong> <strong>the</strong> new EugeneB. Adkins Gallery and associated archive storage space on <strong>the</strong> second floor to display, store andcurate Southwest and Native American works <strong>of</strong> art included in <strong>the</strong> Adkins Collection. Asplanned, <strong>the</strong> existing ro<strong>of</strong>top sculpture garden will be enclosed to create a new third floorgallery. Also, a major new staircase leading from <strong>the</strong> lower galleries into this new third-floorarea will be constructed. Additional public restrooms and heating, ventilation and airconditioning system upgrades also will be included in <strong>the</strong> project. Renderings <strong>of</strong> <strong>the</strong> plans areattached hereto as Exhibit O. The current project budget is $6,000,000. At <strong>the</strong> conclusion <strong>of</strong> <strong>the</strong>design development phase, an updated construction cost estimate will be prepared by <strong>the</strong>construction manager in consultation with <strong>the</strong> project architect. It is anticipated that <strong>the</strong> designfor <strong>the</strong> project and a revised project budget will be presented to <strong>the</strong> Board for approval byDecember 2008.

A committee was formed to evaluate<strong>the</strong> responses received from eight firms.
