Most of the southern districts like Ratnagiri, Sindhudurg,Kolhapur, Satara, Pune have the lowest proportion of agricultural labourers (Map 5.3).5.4 Proportion of Scheduled Tribes and Scheduled CastesRural Maharashtra has more tribal population than Scheduled Caste population. While Scheduled Tribesare marginalized mostly on account of their location, the Scheduled Castes have faced historicaldiscrimination, which accounts for their marginalized and vulnerable status. The Scheduled Castesconstitute 10.9 per cent of the population in rural Maharashtra whereas Scheduled Tribes constitute13.4 per cent. Together, they account for one-fourth of the population in rural Maharashtra (Table 5.7).As would be expected, the hilly and forest-dominated districts of Nandurbar, Thane and Gadchirolihave a very high tribal pop ulation.
