Thank you <strong>for</strong> <strong>the</strong> opportunity to respond to <strong>the</strong> proposed scope of <strong>the</strong> HLPE study on climate<br />
change. I think <strong>the</strong> scope is acceptable.<br />
I do have a few comments to make about specific sections.<br />
1 a) There seem to be a lacuna of studies on <strong>the</strong> impact of climate change specifically on<br />
humanitarian assistance needs as a result of climate change--both <strong>the</strong> scale of dem<strong>and</strong> in future,<br />
<strong>the</strong> demographics of need vis-a-vis climate migration (destination countries/regions), as well as<br />
<strong>the</strong> impacts of changes in production patterns <strong>for</strong> local procurement etc.<br />
1 c) Uncertainty issues: A fur<strong>the</strong>r issue to consider is <strong>the</strong> relationship between climate change<br />
<strong>and</strong> <strong>the</strong> El Nino/La Nina effect, <strong>and</strong> <strong>the</strong> impact on food security.<br />
3 a. Observed adaptation <strong>for</strong> food security <strong>and</strong> nutrition: Beyond looking at new crop varieties, it<br />
is also important to look at low external input farming practices that respond to climate change,<br />
such as conservation farming, soil conservation practices such as Sloped Agriculture L<strong>and</strong><br />
Technology (SALT) <strong>and</strong> water conservation practices such as drip irrigation.<br />
3 c) The role <strong>for</strong> public <strong>and</strong> private sectors in adaptation: This section only mentions <strong>the</strong> role of<br />
private sectors. There will remain--<strong>and</strong> quite likely dem<strong>and</strong> an increased--role <strong>for</strong> public sector<br />
support <strong>for</strong> adaptation, through increased agricultural budgets, capacity development to<br />
effectively utilize climate change financing etc. Please include discussion on <strong>the</strong> integral role of<br />
public sector support <strong>for</strong> agriculture in adaptation.<br />
4. d) The multi-objective policy <strong>for</strong> climate change mitigation: It will be imperative to consider<br />
<strong>the</strong> impacts on most vulnerable peoples (in particular, smallholder farmers) when considering<br />
climate change mitigation policy <strong>for</strong> agriculture, including current UN climate change<br />
negotiations.<br />
