My name is Jorge Lopez, Technical Assistant in <strong>the</strong> Organization of Fisheries <strong>and</strong> Aquaculture<br />

Sector of Central America (OSPESCA, governmental organization), member of <strong>the</strong> PaCFA <strong>and</strong><br />

part of Central American Integration System (SICA). I am in charge of <strong>the</strong> climate change impact<br />

on fisheries <strong>and</strong> aquaculture. Among o<strong>the</strong>rs, we take part in <strong>the</strong> following activities:<br />

a) Implementation of <strong>the</strong> <strong>Climate</strong> Forum (organized by <strong>the</strong> Regional Committee <strong>for</strong> Water<br />

Resources-CRRH-) in <strong>the</strong> food <strong>and</strong> nutrition security in <strong>the</strong> area of fisheries <strong>and</strong> aquaculture. The<br />

work consists in taking <strong>the</strong> quarterly <strong>for</strong>ecasts of <strong>the</strong> meteorological offices in <strong>the</strong> Central<br />

American region, ga<strong>the</strong>red by <strong>the</strong> Forum, <strong>and</strong> prepare an outlook about <strong>the</strong> impact (positive or<br />

negative) on fishing <strong>and</strong> aquaculture <strong>and</strong> <strong>the</strong> impact on food <strong>and</strong> nutrition security, as well as on<br />

<strong>the</strong> productive sectors.<br />

b) Specific studies as: "Impact of fisheries <strong>and</strong> aquaculture on <strong>the</strong> food <strong>and</strong> nutrition security at<br />

household <strong>and</strong> community level in Central America" <strong>and</strong> "Development of fishery <strong>and</strong><br />

aquaculture products intended to fight food <strong>and</strong> nutrition insecurity".<br />

This background shows our limited experience in managing <strong>the</strong> issue. Based on this experience<br />

we can answer your questions:<br />

1. The scope is appropriate, in <strong>the</strong> Central American region, transboundary populations are<br />

among <strong>the</strong> most vulnerable<br />

2. The elements presented are adequate. These are major issues that admit dissagregation <strong>and</strong><br />

<strong>the</strong> inclusion of subtopics.<br />

3. In <strong>the</strong> Central American Region we have <strong>the</strong> Regional Programme <strong>for</strong> <strong>Food</strong> <strong>and</strong> Nutritional<br />

<strong>Security</strong> (PRESANCA) in <strong>the</strong> framework of <strong>the</strong> Central American Integration System (SICA)<br />

funded by <strong>the</strong> European Union. The EU supports <strong>the</strong> above mentioned implementation <strong>for</strong>um,<br />

analyzes <strong>the</strong> impacts of <strong>Climate</strong> <strong>Change</strong> in sectors like health, food, water (drinking <strong>and</strong><br />

sanitation), tourism, disaster prevention, energy, among o<strong>the</strong>rs.<br />

Regarding <strong>the</strong> Policies including <strong>Climate</strong> <strong>Change</strong>, <strong>the</strong> Central American Region has:<br />

1) Integration Policy <strong>for</strong> Fisheries <strong>and</strong> Aquaculture in <strong>the</strong> Central American Isthmus, 2) The<br />

Regional Agri-Environmental <strong>and</strong> Health Strategy (ERAS) , 3) Regional <strong>Climate</strong> <strong>Change</strong> Strategy<br />

(ERCC), all of <strong>the</strong>m under <strong>the</strong> SICA.<br />

Besides, OSPESCA -in collaboration with o<strong>the</strong>r SICA Secretariats - has succeeded in that <strong>the</strong> issue<br />

of impact of climate change on fisheries <strong>and</strong> aquaculture has been recognized in <strong>the</strong> region at<br />

ministerial level, which means, among o<strong>the</strong>r things, that <strong>the</strong> issue will be incorporated into <strong>the</strong><br />
