Introduction to <strong>the</strong> topic<br />

<strong>Food</strong> <strong>and</strong> nutrition insecurity <strong>and</strong> climate change are, more than ever, <strong>the</strong> two major global<br />

challenges humanity is facing. These challenges are inextricably linked, <strong>and</strong> so should be <strong>the</strong><br />

world’s responses.<br />

For <strong>the</strong>se reasons, <strong>the</strong> Committee on World <strong>Food</strong> <strong>Security</strong> (CFS) requested its High Level Panel<br />

of Experts on <strong>Food</strong> <strong>Security</strong> <strong>and</strong> Nutrition (HLPE) to conduct a study on climate change to<br />

facilitate <strong>and</strong> in<strong>for</strong>m <strong>the</strong> policy decision-making of CFS members.<br />

In particular <strong>the</strong> aim of this study is to: “review existing assessments <strong>and</strong> initiatives on <strong>the</strong><br />

effects of climate change on food security <strong>and</strong> nutrition, with a focus on <strong>the</strong> most affected <strong>and</strong><br />

vulnerable regions <strong>and</strong> populations <strong>and</strong> <strong>the</strong> interface between climate change <strong>and</strong> agricultural<br />

productivity, including <strong>the</strong> challenges <strong>and</strong> opportunities of adaptation <strong>and</strong> mitigation policies<br />

<strong>and</strong> actions <strong>for</strong> food security <strong>and</strong> nutrition.”<br />

Final findings are to be presented at <strong>the</strong> CFS Plenary session in October 2012.<br />

The HLPE hereby invites you to provide your views on <strong>the</strong> proposed scope of <strong>the</strong> study.<br />

This will be used by <strong>the</strong> StC to finalize <strong>the</strong> terms of reference of <strong>the</strong> HLPE Project Team that will<br />

prepare <strong>the</strong> study <strong>and</strong> policy recommendations.<br />

In <strong>the</strong> scope outlined we identified <strong>the</strong>se main focus areas: Assessing direct <strong>and</strong> indirect impacts<br />

of climate change on food security <strong>and</strong> nutrition; Identifying vulnerable regions <strong>and</strong> populations;<br />

Adaptation <strong>and</strong> mitigation options <strong>for</strong> food security <strong>and</strong> nutrition; Recommendations <strong>for</strong> policies<br />

<strong>and</strong> actions.<br />
