<strong>the</strong> HLPE study which should be taken into account.<br />
For us, elements of <strong>the</strong> study <strong>and</strong> policy recommendations should focus on:<br />
• How to increase agricultural productivity in a more efficient (less input, more output)<br />
<strong>and</strong> sustainable way on existing agricultural l<strong>and</strong>s <strong>and</strong> <strong>the</strong>reby reducing pressure on<br />
<strong>for</strong>est <strong>and</strong> ecosystems;<br />
• Development of climate smart agriculture through increased resilience (drought, heat-,<br />
flood <strong>and</strong> salt resilience) <strong>and</strong> mitigation;<br />
• Sustainable l<strong>and</strong>-use planning <strong>and</strong> watermanagement which is crucial <strong>for</strong> agricultural<br />
production;<br />
• Reducing food losses (reducing post harvest losses, sustainable consumption, food-chain<br />
approach);<br />
• Research <strong>and</strong> innovation: how to foster innovation in <strong>the</strong> production system (both<br />
private <strong>and</strong> public) with efficient extension systems to farmer levels. Effective<br />
knowledge systems;<br />
• How to develop inclusive finance mechanisms which increase <strong>the</strong> access to financial<br />
services by farmers.<br />
• How to come to effective implementation.<br />
The proposed scope of <strong>the</strong> HLPE study on climate change covers most essential elements as<br />
outlined above, but we would suggest a few additional elements <strong>for</strong> fur<strong>the</strong>r inclusion/reflection<br />
in <strong>the</strong> study which are not clearly reflected at this stage:<br />
• The impact of changing diets (trends, new developments?) on dem<strong>and</strong> <strong>for</strong> food <strong>and</strong> food<br />
security.<br />
• Attention to livestock: developments, adaptation <strong>and</strong> mitigation potential.<br />
• Attention to fisheries (fish stocks affected by climate change), fishermen in coastal zone<br />
areas <strong>and</strong> aquaculture.<br />
• Specific focus on watermanagement <strong>and</strong> l<strong>and</strong> use (vulnerability of l<strong>and</strong>/water),<br />
• Role of financial mechanisms, access to finance<br />
