23 F.R. 6966NATIONAL LABOR RELATIONS BOARDGENERAL COUNSELAmendment to <strong>Board</strong> Memorandum Describing Authority and AssignedResponsibilitiesPursuant to the provisions of section 3(a) of the Administrative Procedures Act (Pub.Law 404, 79th Cong., 2d Sess.), the <strong>National</strong> <strong>Labor</strong> <strong>Relations</strong> <strong>Board</strong> hereby separatelystates and currently publishes in the FEDERAL REGISTER the following amendment toboard memorandum describing the authority and assigned responsibilities of the GeneralCounsel of the <strong>National</strong> <strong>Labor</strong> <strong>Relations</strong> <strong>Board</strong> (effective August 25, 1958). This amendsmemorandum which appeared at 20 F.R. 2175.6967Dated, Washington, D.C., September 8, 1958.By direction of the <strong>Board</strong>.[SEAL]FRANK M. KLEILER,Executive Secretary.The <strong>Board</strong> Memorandum Describing the Authority and Assigned Responsibilities of theGeneral Counsel of the <strong>National</strong> <strong>Labor</strong> <strong>Relations</strong> <strong>Board</strong> effective April 1, 1955, is herebyamended by striking the text of Section VII and substituting the following:In order better to ensure the effective exercise of the duties and responsibilitiesdescribed above, the General Counsel of the <strong>Board</strong>, subject to applicable laws and theRules and Regulations of Civil Service Commission, is delegated full and final authorityon behalf of the <strong>Board</strong> over the selection, retention, transfer, promotion, demotion,discipline, discharge and in all other respects, of all personnel engaged in the field and inthe Washington Office (other than personnel in the <strong>Board</strong> Members’ offices, the Divisionof Trial Examiners, the Division of Information, the Security Office, the Office of theSolicitor, and the Office of the Executive Secretary); provided, however, that noappointment, transfer, demotion or discharge of any Regional Director, or of any Officerin Charge of a Sub-Regional Office shall become effective except upon approval of the<strong>Board</strong>.The General Counsel will provide such administrative services and housekeepingservices as may be requested by the <strong>Board</strong> in connection with the conduct of its necessarybusiness, and will submit to the <strong>Board</strong> a quarterly report on the performance of theseadministrative functions.In connection with and in order to effectuate the foregoing, the General Counsel isauthorized to execute such necessary requests, certifications, and other related documents196
