102.29 R & RINTERVENTIONSec. 102.29 Intervention; requisite; rulings on motions to intervene.—Any persondesiring to intervene in any proceeding shall file a motion in writing or, if made at thehearing, may move orally on the record, stating the grounds upon which such personclaims an interest. Prior to the hearing, such a motion shall be filed with the RegionalDirector issuing the complaint; during the hearing such motion shall be made to theadministrative law judge. An original and four copies of written motions shall be filed.Immediately upon filing such motion, the moving party shall serve a copy thereof on theother parties. The Regional Director shall rule upon all such motions filed prior to thehearing, and shall cause a copy of said rulings to be served on the other parties, or mayrefer the motion to the administrative law judge for ruling. The administrative law judgeshall rule upon all such motions made at the hearing or referred to him by the RegionalDirector, in the manner set forth in section 102.25. The Regional Director or theadministrative law judge, as the case may be, may by order permit intervention in personor by counsel or other representative to such extent and upon such terms as he may deemproper.18
