6.91 Through the provision of on site gardens, terraces and central spaces, combinedwith the close proximity of the recently upgraded Eckington Gardens to theimmediate northeast of the application site, the soon to be re-opened BridgeHouse Meadows to the far northwest of the application site, together with thecontributions to be secured for Community and Leisure Facilities, officers aresatisfied that the level and quality of the amenity space to be made available tofuture occupiers of the application development is acceptable.6.92 Further, the planning obligations statement offers financial contributions towardsboth open space and public realm improvements, which would further negate theimpact of the proposed development upon the local environment.Sustainability and Energy6.93 London Plan Policy 5.2 Minimising carbon dioxide emissions, requires all newdevelopments to ‘make the fullest contribution to minimising carbon dioxideemissions in accordance with the energy hierarchy of 1 Be lean: use less energy;2 Be clean: supply energy efficiently and; 3 Be green: use renewable energy.6.94 Lewisham Core Strategy Policy 7 Climate change and adapting to the effects,point c, states [officers will] apply the London Plan policies relevant to climatechange including those related to air quality, energy efficiency, sustainable designand construction, retrofitting, decentralised energy works, renewable energy,innovative energy technologies, overheating and cooling, urban greening, andliving roofs and walls. Core Strategy Policy 8 Sustainable design and constructionand energy efficiency, states that all new developments are expected to ‘a) submita Sustainability Statement and Energy Statement that show how the requirementsof London Plan policy and the London Plan SPG Sustainable Design andConstruction, or any subsequent document, are met…b). Maximise the energyand water efficiency measures of the building and c) connect to an existing orapproved decentralised energy network, safeguard potential network routes, andmake provision to allow future connection to a network or contribute to itsdevelopment, where possible within the Regeneration and Growth Areas.6.95 The Code for Sustainable Homes prediction report submitted with the applicationpredicts that some of the units within Block 5 and some of the units within Block 6may not achieve Code Level 4. However, achieving a minimum Level 4 Code forSustainable Homes is necessary in order to comply with both London Plan Policy5.2 Minimising carbon dioxide emissions, Core Strategy Policy 7 Climate changeand adapting to the effects, and Policy 8 Sustainable design and construction andenergy efficiency (June 2011).6.96 The Code Levels are achieved by developers choosing which and how manystandards they implement to obtain ‘points’ under the Code in order to achieve ahigher sustainability rating. Therefore, while the prediction report states that Block5 and 6 may not achieve the code, there maybe elements of those blocks whichcan be improved in order to gain further points to make the overall score reachLevel 4. The onus however, is upon the developer to ensure that thedevelopment is policy compliant and this requirement will be secured by way of acondition added to the decision notice.6.97 Also, in accordance with Core Strategy Policy 1 Housing provision, mix andaffordability, 10% (20) of the dwellings proposed in the scheme are to bewheelchair accessible to the South East London Housing Partnership (2011).<strong>Phase</strong> 4 <strong>Kender</strong> <strong>Triangle</strong>, <strong>SE14</strong>
