(7) No development shall commence on site until such time as anEnvironmental Management Plan has been submitted to and approved inwriting by the local planning authority, which shall include, but is not limitedto the following items: -• Dust mitigation measures in accordance with section 6 of the AirQuality Assessment (March 2010) hereby approved.• Measures to mitigate against noise and air quality impacts associatedwith site preparation, demolition, earthworks, materials, handling andstorage, haul routes, vehicles and plant, construction and fabricationand waste.• Methods of monitoring construction impacts (noise and air quality).• Training of Site Operatives and ensuring the chosen contractorsubscribes to the ‘Considerate Contractors’ scheme.• The location of plant and wheel washing facilities and the operation ofsuch facilities.• Details of measures to be employed to mitigate against noise andvibration arising out of the construction process.• Construction traffic details (volume of vehicle movements likely to begenerated during the construction phase including routes and times).• A risk management assessment of any flood events that might occurduring the construction phase, registered with the EnvironmentAgency’s “Floodline Warning Direct” service.• Security Management (to minimise risks to unauthorised personnel).• Hours of workingWorks on site shall only take place in accordance with the approvedEnvironment and Construction Management Plan.ReasonIn order that the local planning authority may be satisfied that thedemolition and construction process is carried out in a manner thatrecognises the locational characteristics of the site and minimisesnuisance to neighbouring residential occupiers, and to comply withPolicies ENV.PRO 10 Contaminated Land and HSG 4 Residential Amenityin the adopted Unitary Development Plan (July 2004).(8) Fixed Plant(i)(ii)The rating level of the noise emitted from fixed plant on the site shallbe 5dB below the existing background level at any time. The noiselevels shall be determined at the façade of any noise sensitiveproperty. The measurements and assessments shall be madeaccording to BS4142:1997.Development shall not commence until details of a scheme complyingwith paragraph (i) of this condition have been submitted to andapproved in writing by the local planning authority.<strong>Phase</strong> 4 <strong>Kender</strong> <strong>Triangle</strong>, <strong>SE14</strong>
