SECTION 1.0DRAINAGE MANUAL OBJECTIVESThis <strong>Design</strong> <strong>Manual</strong> provides design guidelines and criteria to meet <strong>the</strong> following surface watermanagement objectives:1. Insure that stormwater run<strong>of</strong>f in <strong>the</strong> <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> (SLO) Creek watershed isadequately controlled to reduce flood and environmental damage from new developmentand redevelopment projects. The limits <strong>of</strong> <strong>the</strong> SLO Creek watershed that are addressed inthis <strong>Manual</strong> are shown on Figures 1-1 and 1-2.2. Insure that stormwater is carried through a system <strong>of</strong> waterways and conduits in such away that flood water surface elevations and corresponding flood damage does notincrease, damage is minimized at existing and future building sites, and existing floodwater surface elevations are reduced wherever feasible;3. Insure that <strong>the</strong> creeks, channels, and waterways remain relatively stable, or are stabilizedfollowing development or redevelopment projects, and o<strong>the</strong>r projects such as bank repairand hydraulic structures constructed near or along <strong>the</strong> waterways;4. Preserve and protect natural biological resources along creeks and waterways, including<strong>the</strong>ir functions and values, and ensure that <strong>the</strong>y are restored and enhanced whereverpossible, and;5.
