Step 4: Select plants suitable for <strong>the</strong> kind <strong>of</strong> maintenance that a project will receive.Eliminate plant species that will not survive with this kind <strong>of</strong> maintenance or that areincompatible with <strong>the</strong> proposed access design.The revegetation specialist will recognize that for most flood control projects, certainplant species exhibit characteristics that are significantly more desirable than o<strong>the</strong>rs.These plants are typically easy to establish, are long-lived, have good structural integrity,high wildlife value, <strong>of</strong>fer significant erosion control, are tolerant <strong>of</strong> drought, are relativelyfire resistant, are attractive, and require little or no maintenance after a briefestablishment period. Some <strong>of</strong> <strong>the</strong> plant species listed exhibit all <strong>the</strong>se characteristicswhile o<strong>the</strong>rs only exhibit a few.11.6 Revegetation Implementation11.6.1 Contractor QualificationsOnce revegetation plans and specifications have been reviewed and approved, bids forimplementing <strong>the</strong> work can be solicited. The <strong>City</strong>/County will consider pre-qualifyingcontractors for some kinds <strong>of</strong> revegetation projects. A statement <strong>of</strong> qualifications (SOQ)should accompany any pre-bid pre-qualification submittal requirement. The contractor’squalifications should include experience working with native plant materials, and inriparian ecosystems. Minimal qualifying requirements for bidders should include <strong>the</strong>following:A descriptive list <strong>of</strong> completed revegetation projects should accompany all bid proposals.The list should include past or current clients who can be contacted as references.Licensed landscape contractors should have at least five years experience in planting,establishing and/or maintaining native plants on both irrigated and non-irrigatedrevegetation projects.Preference should be given to experienced and reputable contractors that have completedriparian revegetation projects in <strong>the</strong> <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> area or in similar areas <strong>of</strong>California.11.6.2 Planning and CoordinationPrior to <strong>the</strong> commencement <strong>of</strong> any work, a meeting should be held by representatives <strong>of</strong>regulatory agencies, <strong>the</strong> contracting <strong>of</strong>ficer, <strong>the</strong> project developer or sponsor, and anycontractors that will be working on or near <strong>the</strong> revegetation project site. The purpose <strong>of</strong><strong>the</strong> meeting is to discuss work and inspection schedules and to thoroughly review <strong>the</strong>scope <strong>of</strong> any contract that could potentially affect <strong>the</strong> revegetation site. The meeting canserve to promote a clear understanding <strong>of</strong> all expectations and obligations associated with<strong>the</strong> revegetation site and related contracts.SLO Creek <strong>Drainage</strong> <strong>Design</strong> <strong>Manual</strong> 148 February 2003
