NOTE TO READER: This document incorporates background material from the Existing Conditions Report as well as recommended objectives and policies that were previously reviewed by the General Plan Update Review Committee (GPURC). The City Council, along with the Planning Commission, has been reviewing the GPURC's recommendations and may provide further direction on the policies presented here. New material for GPURC review, which is underlined, includes new rail policies, hazardous materials policies, and broad objectives throughout the Safety and Noise chapter.
