scientists left the RTOs to join the public or private sector.<br />

The depth of Government involvement further eroded the<br />

spirit of business approach to R&D as research was believed<br />

not to be an investment with expected returns. This<br />

perception of R & D as a consumption rather than an<br />

investment killed the spirit of competitiveness among RTOs.<br />

Consequently, most RTOs merely exist and look forward to<br />

Government subventions. The meagre financial resources<br />

from this source are often not judiciously expended as<br />

peripheral issues were given greater attention than the core<br />

research issues. Often, funds were expended thinly on a wide<br />

research area without achieving the desired results. Another<br />

critical area desiring elucidation is the inability of RTOs to<br />

effectively and sustainably disseminate information on their<br />

activities and research findings to the public. The society<br />

often times is ignorant of what the research and technology<br />

organizations are doing. They are also not aware of any<br />

proprietary technology developed. The RTOs, on the other<br />

hand, argue that given their level of funding, it is not always<br />

possible for them to embark on information dissemination at<br />

high level.<br />
