This scenario is typical of the Nigerian S&T development<br />

process.<br />

Science and Technology activities in Nigeria are neither<br />

production-oriented nor society-determined. The social<br />

functions of S & T are therefore missing which invariably<br />

affect the direction and development process of science and<br />

technology.<br />

It is obvious that production and societal needs are critical<br />

factors among others that shape the development of a<br />

scientific culture and institutional frameworks required for<br />

technological development. Without the culture and<br />

institutional framework, formulation of scientific policies will<br />

not be attained quite easily.<br />

Globally and in most countries, irrespective of their level of<br />

development, governments have been deeply involved in the<br />

establishment of institutional frameworks for promotion of<br />

domestic capability. The institutional frameworks are<br />

Research and Technology Development Organizations. In<br />

Nigeria, where firms’ level of research and development<br />

(R&D) is still at nascent stage, these institutions are often<br />

looked upon to play an important role in building up<br />

technological competence of the domestic industries. They<br />
