society in order to be competitive, cost effective and client-<br />

driven. These are determinants for improvement and<br />

successful performance of RTOs depends on its success rate in<br />

the initiation and implementation of its programmes and<br />

projects with measurable impact. To this end, there is a need<br />

from time to time to evaluate their performance in order to<br />

determine if the institute is properly focused in the discharge<br />

of its responsibilities. This will help to keep tract of its goals.<br />

It is pertinent also to note that the goals of the RTOs often<br />

shape the nature of their programmes and projects. The<br />

management of these programmes and projects is the critical<br />

function that determines their successful performance<br />

2.3 STRUCTURE OF RTOs MANAGEMENT SYSTEM<br />

The structure of research and technology organization’s<br />

management system is reviewed from the following<br />

perspectives:<br />

* Organizational <strong>St</strong>ructure - culture, environment<br />

objectives and<br />

strategy.<br />

* Research Orientation - policy issues,<br />

planning process.
