Naylor (1999) defined management as the process of
achieving organizational objectives, within a changing
environment, by balancing efficiency, effectiveness and
equity, obtaining the most from limited resources, and
working with and through other people.
Although there are various definitions of management, the
above definition presents five key elements, which are
pertinent to the objective of this study.
� Achieving organizational objectives. Objective is a
target to be accomplished and organizations are more
successful if they aim for outcomes that are both
challenging and achievable.
� Within a changing environment; changing world
outside an organization imposes new demands and
problems. A key part of management function is to
maintain an awareness of such changes and prepare
responses to them.
