In line with the realization of the importance of change in a<br />

dynamic scientific environment, RTOs must therefore identify<br />

areas in their management structure requiring change and<br />

how to go about it. Change is no doubt, desirable for<br />

management improvement, even though, it is often resisted.<br />

RTOs must be dynamic (i.e. willing to change), competitive,<br />

client-driven in their approach and cost conscious with a high<br />

degree of probity and accountability.<br />

1.3 RESEARCH OBJECTIVES<br />

The research objectives of the study are both immediate and<br />

developmental. The immediate objective attempts to look into<br />

specific issues, which are directly addressable within the<br />

context of the study. The development objectives on the other<br />

hand, attempt to develop models or strategies that could be<br />

adopted to re-structure the management systems and improve<br />

on the performance of Research and Technology<br />

Organizations.<br />

A. Immediate Objectives<br />

The immediate objective of the study is to investigate,<br />

understand and describe the context of an organization’s<br />

practices and benchmarking, which defines processes,<br />

practices and performance indicators for measuring which<br />
