The issue in contention is the kind of practices adopted in<br />

managing these organizations that encumbered their<br />

performance over the years. In fact, the situation has reached<br />

a point where government in recent years is finding it difficult<br />

to continually fund RTOs. Also, domestic industries are not<br />

keen in funding research because of their seeming lack of faith<br />

in the managerial capabilities of these organizations. This<br />

development, to an extent, explains why RTOs are alienated<br />

from the beneficiaries of their research efforts.<br />

The lack of effective linkage between RTOs and<br />

manufacturing industries in Nigeria could be indirectly linked<br />

to the low performance of these industries in terms of<br />

innovativeness, technological capability, competitiveness and<br />

overall capacity utilization. In essence local industries are not<br />

technologically innovative and have little or no drive for long-<br />

term investment in technologies. Consequently they cannot<br />

compete in both domestic and export markets. Contrary to<br />

the prevailing situation in Nigeria, in developed countries,<br />

RTOs assist industries especially small and medium<br />

enterprises (SMEs) to develop by providing technical and<br />

business extension services, laboratory testing facilities<br />

problem solving as well as research and development<br />

assistance.<br />
