LOUIS COUNTY, MINNESOTA162WHEREAS, these funds can only be used to support the Healthy Families America or theNurse-Family Partnership models; andWHEREAS, the Nurse-Family Partnership program has operated successfully in St. LouisCounty since 2001.NOW, THEREFORE, BE IT RESOLVED, that the St. Louis County Board authorizes thePublic Health and Human Services Department to apply for $92,031 from the MinnesotaDepartment of Health for the period July 1, 2011 to June 30, 2012 to expand the currentNurse-Family Partnership program, including an increase to the PHHS staff complement of 1FTE nurse position and .125 FTEs clinical supervisor time.RESOLVED FURTHER, that 1.125 FTEs will be removed from the PHHS personnelcomplement when the grant funding for this program expansion is no longer available.Adopted May 10, 2011. No. 259WHEREAS, Tony Ciaccio of Saginaw, MN has requested a non-exclusive roadwayeasement across state tax forfeited land to access private land; andWHEREAS, there are no reasonable alternatives to obtain access to the property; andWHEREAS, exercising the easement will not cause significant adverse environmental ornatural resource management impacts; andWHEREAS, Minn. Stat. § 282.04, Subd. 4(a) allows for the granting of private easementsacross state tax forfeited land for such purposes.NOW, THEREFORE, BE IT RESOLVED, that the St. Louis County Auditor is authorized togrant a non-exclusive roadway easement across state tax forfeited land to Tony Ciacciodescribed as follows:A 33-foot easement for ingress and egress over and across that part of the SouthwestQuarter of Southeast Quarter, Section 6, Township 51 North, Range 16 West, St. LouisCounty, Minnesota, the centerline is described as follows:Commencing at the south quarter corner of said Section 6; thence South 86 degrees 37minutes 39 seconds East (bearing based on 1996 Saint Louis County TransverseMercator Coordinate System), along the south line of said SW ¼ of SE ¼ a distance of1265.02 feet to the centerline of the south bound lane of U.S. Highway No. 53; thencenorthwesterly along a non-tangential curve in said south bound centerline concave to thenortheast having a radius of 1145.92 feet, central angle of 17 degrees 43 minutes 50seconds (the chord of said curve at this point bears North 48 degrees 41 minutes 59seconds West), a distance of 354.61 feet to the point of tangency; thence North 39degrees 50 minutes 04 seconds West, continuing along said south bound centerline adistance of 1300.49 feet; thence South 81 degrees 36 minutes 47 seconds West a distanceof 84.40 feet to the southwesterly right-of-way line of said U.S. Highway No. 53 and thepoint of beginning of the centerline to be described; thence South 81 degrees 36 minutes47 seconds West a distance of 68.48 feet to the west line of said SW ¼ of SE ¼, andthere terminating. The sidelines of said easement are prolonged or shortened to terminateon the southwesterly right-of-way line of said U.S. Highway No. 53 and the west line ofsaid SW ¼ of SE ¼.RESOLVED FURTHER, that the granting of this easement is conditioned upon payment of$205 land use fee, $50 administration fee, and $46 recording fee, for a total of $301, to bedeposited into Fund 240 (Forfeited Tax Fund).Adopted May 10, 2011. No. 260WHEREAS, the St. Louis County Public Works Department has been approached by WilsonLake, LLC, (d/b/a Black Bay Resort), owner of property described as Government Lot 5,Section 1, and the Easterly 650 feet of Government Lot 6, Section 2, Township 63 North,Range 17 West (Beatty Township), to apply to the State of Minnesota for a roadway right of

LOUIS COUNTY, MINNESOTA163way easement over State Independent School Trust Land; andWHEREAS, the easement is needed to provide road access into a proposed new subdivisionplat in said Government Lots 5 & 6 as requested by the St. Louis County PlanningCommission; andWHEREAS, the State of Minnesota can only grant easements over school trust land togovernmental entities; andWHEREAS, an association of benefited land owners, legally established, will be solelyresponsible for the road construction, improvements, and ongoing maintenance necessary toconform to Minnesota Department of Natural Resources standards as contained in the Rightof Way Easement to be issued by the State of Minnesota.NOW, THEREFORE, BE IT RESOLVED, that the State of Minnesota Department ofNatural Resources is hereby requested to provide St. Louis County with easement across thefollowing described property:A sixty-six foot wide permanent easement for public roadway purposes over, under, andacross the West ½ of Section 36, Township 64 North, Range 18 West of the FourthPrincipal Meridian more or less over the course of the existing State Forest Road 937. Acomplete centerline description of the easement area will be provided by Wilson Lake,LLC, when the survey of same is completed, prior to formal application for the easementto the State of Minnesota.RESOLVED FURTHER, that the St. Louis County Board authorizes the appropriate countyofficials to execute an agreement with an association of benefited land owners legallyestablished, and any amendments approved by the County Attorney’s office, for futureimprovement and maintenance expenses of the road and for payment to the Department ofNatural Resources for this Permanent Road Easement.Adopted May 10, 2011.
