LOUIS, MINNESOTA,HELD ON AUGUST 9, <strong>2011</strong>The Board of <strong>County</strong> Commissioners of the <strong>County</strong> of <strong>St</strong>. <strong>Louis</strong>, Minnesota, met this 9th dayof August, <strong>2011</strong>, at 9:33 a.m., in the Mountain Iron City Council Chambers, Mountain Iron,Minnesota, with the following members present: Commissioners Frank Jewell, <strong>St</strong>eveO’Neil, Chris Dahlberg, Mike Forsman, Peg Sweeney, Keith Nelson, and <strong>St</strong>eve Raukar - 7.Absent: None.Chair O’Neil asked for a moment of silence to honor U.S. troops serving throughout theworld and their families as well as all persons adversely affected by war.Chair O’Neil opened the meeting to persons who wanted to address the Board concerningissues not on the agenda and the following chose to do so.James Medure, Kinney, MN, brought forth concerns to the board regarding dumping onpublic land, blight, a deer stand on tax-forfeited land and claims of squatter’s rights.Bart Kyte, representative for Do-Bid, Buhl, MN, had concerns about qualifications of thelowest bidder for auctioning forfeited vehicles for <strong>St</strong>. <strong>Louis</strong> <strong>County</strong>.Commissioner Nelson recognized John Damberg for excellence in the arts and sciences.Commissioner Nelson said Mr. Damberg has devoted over 50 years of his professional life tothe discipline of architecture, starting his own architectural firm of Damberg & Damberg inVirginia in 1956. After serving as a principle in four Virginia architectural firms, Mr.Damberg’s current business is John Damberg Architecture. Eric Wedge, architect withDSGW, who studied under Mr. Damberg, gave a presentation on Mr. Damberg’s career andshowed some of his many notable projects.Commissioner Nelson, supported by Commissioner Jewell, moved to approve the consentagenda; seven yeas, zero nays.Commissioner Nelson, supported by Commissioner Jewell, moved to authorize permanentconservation easements to the <strong>St</strong>ate of Minnesota for riparian protection and angler access onstate tax forfeited lands bordering public waters. Administrator Gray said concerns wereraised on possible negative impact to property tax revenue as a result of the conservationeasements. After further discussion, Commissioner Forsman noted the conservationeasements for this resolution are to protect trout streams and angler access, and is goodpublic policy; seven yeas, zero nays. Resolution No. 449.At 10:15 a.m. Commissioner O’Neil recessed the board meeting to reconvene following theCommittee of the Whole meeting.At 12:35 p.m. the board meeting reconvened with all members present.Commissioner Forsman, supported by Commissioner Dahlberg, moved to approve thesecond consent agenda consisting of all items under the Committee of the Whole consent andregular agendas; seven yeas, zero nays.The following Board and Contract Files were created as a result of documents received at
