No. 494WHEREAS, Minnesota Laws 1995, Chapter 47, authorizes <strong>St</strong>. <strong>Louis</strong> <strong>County</strong> to poolunorganized town road levies pursuant to Minn. <strong>St</strong>at. §163.06.NOW, THEREFORE, BE IT RESOLVED, that the <strong>St</strong>. <strong>Louis</strong> <strong>County</strong> Board, acting onbehalf of unorganized townships for the purpose of road and bridge maintenance andconstruction, adopts and certifies a maximum levy of $730,000 for the year 2012 to belevied only in such unorganized townships.Adopted September 13, <strong>2011</strong>. No. 495WHEREAS, the <strong>St</strong>. <strong>Louis</strong> <strong>County</strong> Housing and Redevelopment Authority (HRA) mustestablish a maximum proposed property tax levy and have this amount certified by the <strong>St</strong>.<strong>Louis</strong> <strong>County</strong> Board by September 15, <strong>2011</strong>.NOW, THEREFORE, BE IT RESOLVED, that the <strong>St</strong>. <strong>Louis</strong> <strong>County</strong> Board certifies theHRA maximum property tax levy for 2012 in the amount of $206,872.Adopted September 13, <strong>2011</strong>. No. 496WHEREAS, the Virginia courthouse is overcrowded, has critical security issues, obsoleteHVAC and mechanical infrastructure, energy inefficient shell and windows, and has noenergy management system; andWHEREAS, the Virginia courthouse remodel will complete the building’s long term masterplan and bring the facility up to date for building safety, building code, and current efficiencystandards; andWHEREAS, the 2010A bond project package includes the remodeling, energy upgrades,window replacement, and new addition project for the Virginia courthouse (October 5, 2010,Board Resolution No. 10-480); andWHEREAS, two of the existing storage buildings and the maintenance shop are beingeliminated and/or re-purposed, resulting in required replacement; andWHEREAS, the <strong>St</strong>. <strong>Louis</strong> <strong>County</strong> Purchasing Division issued a Request for Quotes, resultingin a competitive selection process for the maintenance shop building construction withNorthwoods Construction of Virginia, Minnesota, providing the lowest responsible quote.NOW, THEREFORE, BE IT RESOLVED, that the <strong>St</strong>. <strong>Louis</strong> <strong>County</strong> Board authorizes theappropriate county officials to enter into a professional construction contract withNorthwoods Construction of Virginia, Minnesota, in an amount of $52,500 to construct amaintenance shop as the first phase of the Virginia courthouse upgrade and addition project,payable from Fund 439, Agency 439001 – 2010A bond sale proceeds.Adopted September 13, <strong>2011</strong>. No. 497WHEREAS, <strong>St</strong>. <strong>Louis</strong> <strong>County</strong> has operated the High Line human resources and payrollsoftware application for over six years; andWHEREAS, there have been ongoing operating and technical computer system performancechallenges which have prevented implementation of added service modules; and
