LOUIS COUNTY, MINNESOTA195are currently eight assisted living homes with the possibility of three more being developed.Mrs. Kirsling said the buses for these homes were speeding, the lawns of the homes were notmowed and trash was being placed in the streets. Mrs. Kirsling also said she was fearful ofnew individuals coming into her neighborhood with violent behavior issues.Nicole Appelwick expressed her concerns over the treatment of the individuals within theassisted living homes in the Parkwood areas. Ms. Appelwick stated that she had to visit oneof the homes on numerous occasions regarding a cat in her son’s sand box. Ms. Appelwickalso said that she was fearful for the safety of the individuals as she has seen them running inthe streets and believes that the clients have also been left unattended.Commissioner Sweeney said the Parkwood residents should be talking to the City of Duluth,City of Duluth commissioners, and the City of Duluth planning and zoning department.Commissioner Dahlberg said that while zoning is an issue for the City of Duluth, the issue ofpublic safety and individuals safety is worth of the County’s attention and that the Countyshould be leaders in the issue of public safety. Commissioner Dahlberg then said he wouldbe presenting the Board further information on the Parkwood resident’s issue at theCommittee of the Whole meeting. Commissioner Jewell agreed that it made sense that theCounty hear further information on the issue. Commissioner O’Neil then thanked theindividuals for their testimony. Commissioner Sweeney, supported by Commissioner Jewell,moved to approve the consent agenda. The consent was approved; four yeas, zero nays.Commissioner Dahlberg, supported by Commissioner Jewell, moved to pass the resolutionadopting changes in the leadership and committee structure of Heading Home St. LouisCounty Ten Year Plan to End Homelessness; four yeas, zero nays. Resolution No. 339.Administrator Gray gave recommendation to the Board to table item #2 under the PublicWorks & Transportation Committed regarding the highway projected bid awarded to HooverConstruction Company. Administrator Gray said they must wait for the final decision on thereconsideration hearing that was reviewing the lack of clearance under the DisadvantagedBusiness Enterprise issue affecting these bids. Commissioner Sweeney asked if they couldpass the resolution pending the approval of the reconsideration hearing. Attorney Rubenstated that they are unable to pass the resolution pending a decision because it may affect theprojects status which could jeopardize federal funding. Commissioner Sweeney, supportedby Commissioner Jewell, moved to table item #2; four yeas, zero nays.Administrator Gray gave recommendation to the Board to table item #3 under the PublicWorks & Transportation Committed regarding the highway projected bid awarded toNorthland Contractors.
