LOUIS, MINNESOTA,HELD ON NOVEMBER 22, <strong>2011</strong>The Board of <strong>County</strong> Commissioners of the <strong>County</strong> of <strong>St</strong>. <strong>Louis</strong>, Minnesota, met this 22ndday of November, <strong>2011</strong>, at 9:33 a.m., in the Hibbing City Council Chambers, Hibbing,Minnesota, with the following members present: Commissioners Frank Jewell, <strong>St</strong>eveO’Neil, Chris Dahlberg, Mike Forsman, Peg Sweeney, Keith Nelson, and <strong>St</strong>eve Raukar - 7.Absent: None.Commissioner O’Neil asked for a moment of silence to honor U.S. troops serving throughoutthe world and their families as well as all persons adversely affected by war, followed by thepledge of allegiance.Commissioner Raukar recognized Jack Lynch for excellence in the arts and sciences.Commissioner Raukar noted the many contributions Jack Lynch made to the Hibbing area asa writer/editor for the Hibbing Tribune, historian, and curmudgeon. Commissioner Raukarread the many accomplishments of Mr. Lynch as well as comments made by his formercolleagues. Doreen Lindahl, former colleague of Jack Lynch, shared the many stories of herexperiences and enjoyment working with Mr. Lynch. Jack Lynch thanked everyone forcoming and for the honor.Commissioner O’Neil opened the meeting to persons who wanted to address the Boardconcerning issues not on the agenda and the following chose to do so.John Thompson, on behalf of Roy Marlow from Floodwood, Minnesota, asked the board towrite a letter of support to place a Great Lakes Energy power line on tax-forfeited land,rather than Mr. Marlow’s land. Commissioner Raukar said this would be discussed at thecommittee of the whole. Auditor Donald Dicklich said public notice was not given. <strong>County</strong>Attorney Mark Rubin also had concerns that public notice was not give, but supporteddiscussion at committee of the whole.Jim Medure, McKinney, Minnesota, spoke to the board regarding concerns of an improperlyplaced fence.Linda Riddle, Duluth Family Visitation Center, asked the county board to reinstate theirfunding and described the benefits they provide.Commissioner Forsman, supported by Commissioner Raukar, moved to approve the consentagenda. At the request of Commissioner Nelson item seven, Data Communications NetworkServices agreement, was pulled for separate consideration; seven yeas, zero nays.Commissioner Dahlberg, supported by Commissioner Forsman, moved to approve therenewal of tobacco license for At Your Convenience, Fayal Township; six yeas, zero nays,one abstention (Commissioner Nelson). Resolution No. 609.Commissioner Nelson, supported by Commissioner Sweeney, moved to approve the DataCommunications Network Services agreement. Administrator Kevin Gray said this is for theMiddle Mile Project and it was pulled from consent to correct the cost from $170,400 to$177,600; seven yeas, zero nays. Resolution No. 599.
