Malampaya Phase 3 involves the design,fabrication and installation of a new depletioncompression platform to be placed nextto the existing Shallow Water Platform. A50-metre bridge will link both structures.The front-end engineering design(FeeD) for the depletion compressionplatform has been completed bypartners Fluor <strong>Philippines</strong> and Arup.The concept selected for the MP3substructure is a unique self-installingplatform. This significantly reducesoffshore risks related to installation.MP3 also obtained an amendmentof its Environmental ComplianceCertificate (ecc) from the Departmentof Environment and Natural Resources-Environmental Management Bureau(DENR-EMB), yet another crucialmilestone for the project in movingforward. The permit is given after it isestablished that the project will haveno significant negative environmentalimpact. Obtaining the amendmentsignifies Malampaya’s unwaveringcommitment towards protectingthe environment and championingenvironmentally sound practicesin all its facilities and operations.Malampaya Phase 2 and 3 ProjectManager Antoine Bliek said, “Weconduct our work with razor focuson safety and environment; alwaysrelentlessly striving for excellence withevery task.”significant milestone achieved. MP3 isseen as a poster-child of how projectsshould be executed in the rest of the<strong>Shell</strong> group.”Delivery is nextIn line with the JV final investmentdecision, major contracts have alsobeen awarded to companies such asFluor <strong>Philippines</strong> and Arup for DetailedDesign and Keppel Subic Shipyard forfabrication.Located in Subic, on the west coast ofLuzon, the yard is where fabrication,installation and integration of thesubstructure and top-side modules ofthe DCP will take place, supporting thecompletion of MP3. The project willgenerate local jobs and bring technicalexpertise into the country. MP2&3supports <strong>Shell</strong>’s thrust for local contentand the nation’s aspiration to developa local capability in the oil and gasindustry, generate employment andcontribute to the local economy.MP2&3 also partnered with Australianfirm Site Group International Limitedto provide Health, Safety, Securityand Environment (Hsse) skills trainingand competency assessment servicesto employees and contractors of theproject. Its main objective is to achieve‘Goal Zero’ in the Fabrication Yardand offshore executions by significantlyraising the Hsse standards andcompetencies of all workers. Thetraining is currently being deliveredat Site’s Philippine training facilitybased at the Clark Freeport Zone inPampanga. The 300,000 square-metrecampus is one of Asia’s premieretraining facilities, and is a fullycontained campus that delivers a widerange of standards-based vocationaltrade training, Hsse and specialist skillstraining, among others.According to MP2 and 3 PrincipalHsse Lead Neil Burton, “Apart fromthe immediate training needs of theproject, our long-term objective is tomake the Malampaya Hse TrainingCentre and the Hse programmes aproject legacy that’s unique, world-class,and sustainable -- one that is not onlylinked to <strong>Shell</strong>’s core Hse values butmeets the requirements of the globalConstruction and Oil & Gas industry. Itwill raise Hsse standards in the localworkforce and help provide employmentpathways into those industries. We arealso looking at sponsoring trainees fromPalawan in the Hsse programme aspart of Malampaya’s commitment ofraising employment opportunities forPalaweños.”For everyone at Malampaya, poweringthe future is a shared ambition.
