We elaborate the solution how toavoid crisis situation, how to dispose security forces,ambulance, crossing points. This solution we presentedto the Saudi authorities.- So, it is like pyramid, built from the information<strong>and</strong> on the top of it is an answer on specificquestion?- Yes. The basis is the information. We constructedour software with the simple module design: atthe bottom there is a common database where all theinformation enters - it doesn't matter in what form– text, audio, video, internet-files, any files existed.- You said the basis. And then?- After that we deliver the modules. They are likebricks. These bricks are settled “on the top” of thecommon database with the number needed by thecustomer. For example, we supply to the Governor amodule of electoral preferences, a module of socialhealth of population, a security module, a module ofeconomy etc. The Governor chooses several modules<strong>and</strong> we deliver them to the Governor’sSituation Center.- How many people work in this project?- Not so many. About 20 people are involved in thework. Plus outsourcing in different cities, it becamemuch cheaper.- Are you tracing the data?- We do not trace, we have mathematic models,which allow showing all the information space. Onhuge screens the customer observes consolidatedinformation about what is happening in his region(ministry, company etc.). From a visualization pointof view we propose a very wide range of visualizationtools. For example, Governor of Sakha-Yakutiaordered visualization of the situation in the form ofcolored barometers where the situation is imaginginteractively in colors – from normal green to dangerous– red, <strong>and</strong> the arrow points the evolution ofthe situation. Of course, when the pointer moves tored the Governor immediately calls the experts, thestaff <strong>and</strong> asks what happened. After that he or hisexpert can trace down by indexes <strong>and</strong> other criteria<strong>and</strong> see what happened exactly <strong>and</strong> who is responsiblefor the formation of the crisis situation.- You make the diagnosis like a doctor..?- We forecast, besides we forecast, the situation byway of a modeling experiment for certain period ahead,for instance, for a year. The experiment itself could bean extrapolation where the curve is moving up ordown <strong>and</strong> we can predict with some accuracy that thesituation would progress in a certain direction.We also carry out variation experiments where weask “What happens if..?” The group of experts usesour tool - <strong>and</strong> we have some sliders as in equalizer –<strong>and</strong> move this slider trying to answer, for instance,what happens if the government lowers the donationsfor the some stratum of population or makesany other change.- And will you offer the ready-made solutionfor them?- We give them technique, methods, procedures sothat they will watch the situation forward <strong>and</strong> fromdifferent sides.- Do they listen to your advice during the desicionmaking?- Oh yes, the staff in Irkutsk, Belorussia, Sakha-Yakutia <strong>and</strong> others – all the use our solutions.- The President can have many advisers, theygive him wonderful suggestions, but he doesn’tbelieve them…- Underst<strong>and</strong> your question <strong>and</strong> try to explain it inpractice. The adviser is an engaged person. We collectthe information from a wide range of sources includingexperts <strong>and</strong> use special tools <strong>and</strong> methods to levelthe expert’s approach. Besides, we give them a tool touse their own methods without any changes in soft,i.e. without additional use of the programmers.- Does generalization of your advices representan objective solution?- There is no objective solution; there is a solutionclose to objective. In reality there is no objectivenessas soon as there is no truth. There is something closeto the truth. We offer our solutions, however thefinal decision makes the chief executive, VIP. We onlygive him a tool, learn his experts. But he himselfbears responsibility for the decisions.- This is a big responsibility indeed! Or viceversa, your organisation doesn’t bear responsibilitysince the decision makes other person?11
