IBSSA official publication 2006Establishment of the National Mounted Services AssociationFrom the royal Canadian Mounted Police to the Kazakh horsemenThe National Mounted Services Association,under the short name of National Mounted Guardwas established in Budapest on 5 November 2005.The purpose of the new, non-political NGO is toprovide social support to crime prevention, publicorder, environmental <strong>and</strong> home defence in theform of non-armed activities.The association was established around the mainconcept that if hobby riders always ride cross-country,why can’t they do it in a target oriented fashion.Horse riding has become a fashion, almost amass sport in today’s Hungary. Riding mills keepgrowing around cities, offering sufficient ridingtuition as well as organised cross-country activitiesfor their riders. Riders regularly visit l<strong>and</strong> <strong>and</strong> suburbanareas where order or environmental protectionagencies do not go at all or only very rarely. Byco-ordinating cross-country rides of riding mills<strong>and</strong> setting targets, the riding sport can providedirect assistance in managing the above problems.Riding mills came up with a suggestion primarilyin Budapest agglomeration whereby the crosscountryrides of their riders should be connectedwith environmental protection or l<strong>and</strong> protectiontasks on a particular settlement, connecting pleasurewith use. The National Mounted Guard operatesbased on the objective of co-ordinating theseideas <strong>and</strong> intentions.On the basis of the environmental problems, theopportunity is obvious: local police forces <strong>and</strong> preventionpatrols can monitor mainly urban properties,but the countryside cannot be monitored bypatrolling with a vehicle. Suburban areas areexposed to various types of risks, the most considerableof which include theft <strong>and</strong> robbery in weekendhouses, farms <strong>and</strong> estates on remote locations,theft of produce <strong>and</strong> fruit on production l<strong>and</strong> <strong>and</strong>orchards, illegal mass waste dumping around largersettlements <strong>and</strong> the spread of ragweed.Consequently, the most important task of theAssociation is to support the activities of defencepolice <strong>and</strong> security agencies, national guardingservices <strong>and</strong> municipalities operating in the territoryof the Republic of Hungary, in co-operationwith all public organisations <strong>and</strong> NGOs, as well assecurity companies interested in crime prevention,as well as citizens striving for creation, maintenance<strong>and</strong> protection of security.A further objective of the Mounted Guard is toprovide a technical training <strong>and</strong> knowledge base forvarious mounted guard <strong>and</strong> patrol services in theterritory of the country with the help of whichcommitted riders can serve the public security <strong>and</strong>internal order of the country more consistently <strong>and</strong>efficiently irrespective of the specific organisationthey belong to. For this purpose, we are developinga central education <strong>and</strong> training base, which willprepare riders <strong>and</strong> courses for the above objectivesin accordance with a training <strong>and</strong> qualification systemwhich is currently being developed.The Association develops co-operation with variousministries, primarily the Ministry of Interior,Ministry of Agriculture <strong>and</strong> Rural Development,Ministry of Environmental Protection, County <strong>and</strong>National Agencies involved in crime prevention, theNational Association of Hungarian NationalGuards <strong>and</strong> the Hungarian Hussar <strong>and</strong> MilitaryTradition Preserving Association for the purpose ofcrime prevention, public order, public security <strong>and</strong>environmental protection, as well as prevention ofdrug distribution <strong>and</strong> consumption. Co-operationshould also be developed with disaster protectiondirectorates <strong>and</strong> fire-fighting associations.For the purpose of fostering Hungarian ridingtraditions, developing the Hungarian riding culture<strong>and</strong> flourish riding tourism, the Association thingsthat active participation is necessary in the implementationof the National Riding Programme.29
