The Jubilee Congress wasattended by nearly 70 representatives of 30countries, although heavy snow created difficulttravelling conditions for those going to theCongress.The IBSSA courses, the shooting competitionand the seminars organised for Sunday were allheld in Graddoland on 18 March. TheBodyguard Situational World Championshiporganised for 20 March was cancelled because ofthe snow and few entries which were perhapsrelated to the snow.Professor George Popper, President of theAssociation opened the 10th Congress ofIBSSA. He announced that numerous highrankingofficials and IBSSA representativeswelcomed the participants of the Congress inletters, including– H.R.H. Michael James Alexander Stewartof Albany (SCO – honorary president ofIBSSA)– His Beatitude Dom Lorenzo O.S.B. – regentof the ‘Sovereign Order of Saint John ofJerusalem, Knights of Malta, F.A.P.’, honorarymember of IBSSA,– Reverend Philip J. CASCIA – honorary vicepresident of IBSSA for the American continent,– Mr. Stephen CHEE – vice president of IBSSA,– Dr. Fritz WENDLAND – honorary foundingmember, president of World KarateConfederation (WKC),– Dr. Marko NICOVIC – vice president ofIBSSA, 43rd president of the InternationalNarcotic Enforcement Officers Association(INEOA) in 2004.At the beginning of his report, the president ofIBSSA noted that he did not only have to coverthe activities of one year, but also their activitiesfor the last ten years. He presented the OfficialIBSSA Jubilee Publication, containing themost important documents of theAssociation from the beginning. All materialsand official documents are public and may beviewed on www.ibssa.org website, and the representativesof the Congress also received thedocuments on a CD.In addition to the official IBBSA publication,Detector Plus and the Martial Arts Magazinealso cover the activities of InternationalBodyguard and Security Services Associationregularly and extensively.The IBSSA chairman briefly described themajor events held in 2005 and 2006 and gave abrief presentation about the financial positionof IBSSA.Dr. Rony Kluger, general secretary of IBSSAreported on the activities of IBSSA InternationalSports Association to the Congress.Following the reports evaluating the activitiesof the committees, the chairman of theCongress – Dr. Eric Van de WALL – presentedthe proposals of the Executive Committee toelect IBSSA officials:– Honorary memberDr. Nicholas V. PERRICONE (USA),– Honorary member Dr. Chief Quaestor AnghelANDREESCU (ROM) – foreign minister,– Dr. Constantin BUZATU (Romania) waselected chairman of the Executive Committee.– Zeev GEFEN (Israel), Dr. DomenicoSAMMARUCO (Italy) and Imtiaz ABDULLA(Republic of South Africa) became vice chairmenof the Executive Committee.Officials were also elected for the vice chairmen’sposition of various sections of IBSSA ISF(International Sports Federation). LjubomirVRACAREVIC was elected as the head ofAIKIDO section.14
