The authorities are unable to performthe increased bomb detection tasks withits existing staff <strong>and</strong> therefore they follows thegood example of some European Union MemberStates (e.g., Austria, etc.), <strong>and</strong> assigns civil securityservices to perform such bomb detectiontasks in co-operation with authorities. The EUMember States have recognised the destructiveeffect of terrorism on the society <strong>and</strong> will supportresearch creating a basis for the fightagainst terrorism <strong>and</strong> protection of citizenswith EUR 250 million from 2007. The EuropeanUnion considers that terrorist attacks performedwith explosives, chemical, biological,radiological or nuclear substances in publictransport or in certain parts of cities representrealistic threats. The European CommissionEstablishment of HNEOAIn November 2005, Géza Halaska <strong>and</strong> MiklósVarga took part in the 46th INEOA Congress(International Narcotic Enforcement OfficersAssociation) where they officially announcedthe establishment of Hungarian Narcotictherefore has decided to support all researchplans as a result of which the terrorist combatingsystem will become more efficient <strong>and</strong> effective,security experts can recognise real terroristthreats <strong>and</strong> protect their citizens <strong>and</strong> democracyin Europe more effectively.Naturally, the responsibility of civil securityservices in their bomb detection activities is anissue among the increasing number of tasks ascertain hazardous materials may be taken out ofthe control of authorities. The devicedetects ions released from explosives <strong>and</strong>firearms.Several tests were demonstratedto the leading officialsof our association.Members of the br<strong>and</strong> representationadded that newer,even more sensitive versionsof the tiny, therefore unnoticeableexplosive detectorwill soon be available too.24
