Cell Tower Radiation Hazard: Need for Legislative Interventionsome symptoms to measured power density, thiswas the highest for headaches. Perceptual speedincreased, with increasing exposure levels. Therewas no significant effect on sleep quality. The conclusion was that despite very low exposureto HF-EMF, effect on performance and well-beingcannot be ruled out, as shown by recently obtainedexperimental results.Prof. Smith of Salfor University in England, discovered that "favourable information" isabsorbed by the body very quickly. Whereasunfavourable information such as chaotic EMF's,Microwaves and Radio Waves is blocked forsome time, i.e., for ten to fifteen seconds andmay only cause damage after having sufficientexternal pathogenic factors over which weprimarily do not have any influence. Amongstthese contaminates are some heavy metals fromwhich we have radioactivity and microwavepollution. The body doesnot become illinstantaneously, but persons get ailmentssubsequently as the body defence mechanismhas been weakened by radiation. Are Humans Only Target Species 6 ?A study conducted by three departments of PunjabUniversity has found that cell phone towers are theprimary source of EMR in the environment in thecity and this could lead to disease in plants andanimals. It was found that there are 199 mobiletowers in 52 sectors and industrial areas in city, outof these, 74% are present in southern sectors andremaining in northern ones. The measurement ofradiations was done at 100 mtrs, 200 mtrs and 300mtrs with the help of RF field strength meter at heightsground, 4 feet and 5-6 feet level. Dr. Kohli says thatthe EMR generates heat. Due to this, the microbspresent in foil near it would be killed. This in turnharms these organisms, which feed on them. Itdisturbs the ecological cycle. The towerscontinuously emit radiations even when nobody isusing a cell phone. They are continuous and moredangerous at close quarters.6 www.citiesexpressindia.comList of Health Hazards 7Following are health hazards of Cell TowerRadiation : FatigueFeverIrritabilityDepressionHeadachesParalysisNauseaPsychosisLoss of appetitePalpitationsSleep disruptionSlow or fast heartPsychological rateMemory loss disorders SinusitisDifficulty in breathing BronchitisSkin allergies concentration PneumoniaEczemaAsthmaTumorsPain in eyesDumbnessGenetic defectsMuscle & Joint paints CancerLeg/Foot pain "Flue like" EpilepsySymptomsAlzheimerdisease. What Rights are Infringed?Art 14 of Constitution of India declares that the stateshall not deny to any person equality before the law orthe equal protection of laws within the territory ofIndia 8 . It states that everyone is equal before law, thatno one can claim special treatment and that all classesare equally subjected to the ordinary law of the land. So, the legislature should take stern action againstthe cell phone companies, which repeatedly violatethe guidelines of Standing Advisory Committee onFrequency Allocation (apex body for setting out radialdistance and height of Towers/Hubs/Masts). The lawin US prohibits 9 the installation of tower in residentialareas but there is no such law in India (However, UTof Chandigarh has made slight progress in this aspectin 2007). Under this law of UT of Chandigarh, a townzonal board would not allow a cellular phone towerin residential area.Article 21 of Constitution of India says that no personshall be deprived of his life or personal liberty exceptaccording to a procedure established by law. Whatirked the author mostwas that amidst all thebye-laws manning thesafeguards regardingthe installation of celltowers on buildings, most of the personalinjury suits are given infavour of radiationaffected residents, evenso that myriad mentionof radiation hazard ofhandsets; a more graveissue of cell towerThe Indian Police Journal Vol. LVII-No. 2, April-June, 2010 37➢
