INTRODUCTIONAPPROACH TO COORDINATIONThe scope of services for the technical assistance assignment asked that, in broadterms, “the analytical, advisory and grant support for coordinated donor assistanceto the land sector” be identified, “with a view to later consultations with theGovernment and possible follow-up missions to work with the Government onproject design for agreed land reform activities”.It was also a requirement of the assignment to identify reforms that were capable ofimmediate implementation under the current system. In identifying these reforms,the TA have worked from a concept of a possible larger land reform project so as toensure that the short term reform initiatives identified will readily link into the longerterm initiatives and support a sustainable land administration system for Vanuatu.It is the belief of the technical assistance team that it may be possible for theSteering Committee to submit proposals for assistance to potential donor agenciesto enable a number of the short term reforms to be undertaken within a reasonablyshort time frame. This is important so that momentum gained from the NationalLand Summit can be maintained and provide a solid foundation for the major reforminitiatives that are proposed to be undertaken at a later stage.2. CONCEPT FOR PROPOSED LAND REFORM PROJECTIn relation to land management and land administration development in Vanuatuthere are numerous longer term initiatives that need to be addressed, and in nearlyall cases, the initiatives are inter-related. For this reason it would be in the bestinterests of the overall development of land reform if these initiatives are addressedas part of a total land reform package of assistance.A concept for a proposed land reform project is based around a strong platform ofcapacity building and development of a sustainable land administration system. Theproject focuses on providing a high level of support for building on the 20 resolutionsadopted at the National Land Summit where issues such as fair dealings,sustainable development, enforcement and awareness were clearly identified. Theproposed design places specific emphasis on policy and legislation, institutionaldevelopment, land management and land administration.A proposed project structure for a Vanuatu Land Management and AdministrationProject is shown in Figure 1.
