Attachment 10PROJECT DESIGN CONCEPT AND SHORT TERM SUPPORT INITIATIVES1. INTRODUCTIONAPPROACH TO COORDINATIONThe scope <strong>of</strong> services for the technical assistance assignment asked that, in broadterms, “the analytical, advisory <strong>and</strong> grant support for coordinated donor assistanceto the l<strong>and</strong> sector” be identified, “with a view to later consultations with theGovernment <strong>and</strong> possible follow-up missions to work with the Government onproject design for agreed l<strong>and</strong> reform activities”.It was also a requirement <strong>of</strong> the assignment to identify reforms that were capable <strong>of</strong>immediate implementation under the current system. In identifying these reforms,the TA have worked from a concept <strong>of</strong> a possible larger l<strong>and</strong> reform project so as toensure that the short term reform initiatives identified will readily link into the longerterm initiatives <strong>and</strong> support a sustainable l<strong>and</strong> administration system for <strong>Vanuatu</strong>.It is the belief <strong>of</strong> the technical assistance team that it may be possible for theSteering Committee to submit proposals for assistance to potential donor agenciesto enable a number <strong>of</strong> the short term reforms to be undertaken within a reasonablyshort time frame. This is important so that momentum gained from the <strong>National</strong><strong>L<strong>and</strong></strong> Summit can be maintained <strong>and</strong> provide a solid foundation for the major reforminitiatives that are proposed to be undertaken at a later stage.2. CONCEPT FOR PROPOSED LAND REFORM PROJECTIn relation to l<strong>and</strong> management <strong>and</strong> l<strong>and</strong> administration development in <strong>Vanuatu</strong>there are numerous longer term initiatives that need to be addressed, <strong>and</strong> in nearlyall cases, the initiatives are inter-related. For this reason it would be in the bestinterests <strong>of</strong> the overall development <strong>of</strong> l<strong>and</strong> reform if these initiatives are addressedas part <strong>of</strong> a total l<strong>and</strong> reform package <strong>of</strong> assistance.A concept for a proposed l<strong>and</strong> reform project is based around a strong platform <strong>of</strong>capacity building <strong>and</strong> development <strong>of</strong> a sustainable l<strong>and</strong> administration system. Theproject focuses on providing a high level <strong>of</strong> support for building on the 20 resolutionsadopted at the <strong>National</strong> <strong>L<strong>and</strong></strong> Summit where issues such as fair dealings,sustainable development, enforcement <strong>and</strong> awareness were clearly identified. Theproposed design places specific emphasis on policy <strong>and</strong> legislation, institutionaldevelopment, l<strong>and</strong> management <strong>and</strong> l<strong>and</strong> administration.A proposed project structure for a <strong>Vanuatu</strong> <strong>L<strong>and</strong></strong> Management <strong>and</strong> AdministrationProject is shown in Figure 1.
