Time FrameThere are a number of assumptions that need to be made in relation to developing atime frame for the development and implementation of a land reform project such asthe proposed Vanuatu Land Management and Land Administration Project. Aproject design will need to be undertaken, the project assessed, accepted by adonor and budget allocated. This all requires time and a serious commitment by theGovernment of Vanuatu and the donor agency to proceed with the project.A suggested time frame for each of the short term support activities as well as apossible design and approval phase for the main land reform project is shown inFigure 3.
