The Malvatumauri, National Council of Chiefs, Cultural Centre andProvinces need to work with communities to study and document landpolicies for each village, area, island or provinces. The Ministry of Landscan help if their help is needed, especially with technical knowledge andmachines.Fair Dealings1. Any new lease application must have with it a valuation prepared by aregistered valuer.2. If part of the deal involves material goods such as vehicles or anythingelse, the applicant needs to declare the value of the goods.Negotiators Certificate1. A negotiator’s certificate for land must be issued to one person only, butcannot be issued to two people.2. The negotiator,s certificate is valid for one year or 12 months and youcannot renew it if you do not use it.3. The Minister of Lands cannot approve any negotiator’s certificate if theapplication for that certificate has not been considered by the LandManagement and Planning Committee which screens applications andmakes recommendations to the Minister to act on.4. During the term of the negotiator’s certificate there must be a quickassessment of the area where there is an interest to determine if there is7
Attachment 1a need for a full environmental impact assessment (EIA) or not. If there isa need for a full EIA, that report must be finished and approved as part ofthe terms and conditions of the lease.Middle Men or Women1.
