Attachment 8ACTION MATRIXbased on Resolutions from the <strong>National</strong> <strong>L<strong>and</strong></strong> Summit, 2006Res.NoResolution Administration/<strong>Policy</strong>/<strong>Legislation</strong>Actions to be Undertaken<strong>L<strong>and</strong></strong> Ownership1 The Government to make laws thatprovide that all l<strong>and</strong> in <strong>Vanuatu</strong> is ownedby groups (tribes, clans, or families). Not one person (individual) is owner <strong>of</strong>any traditionally owned (kastom) l<strong>and</strong>. Members <strong>of</strong> (kastom) traditional owninggroup (male <strong>and</strong> female) must beinvolved in the decision-making abouttheir l<strong>and</strong>.2 The Government must implement <strong>and</strong>review the existing laws that determinewho are kastom owners <strong>of</strong> l<strong>and</strong> (egCustomary <strong>L<strong>and</strong></strong>s Tribunal Act <strong>and</strong>Chiefs’ Laws). The Government, ProvincialGovernments <strong>and</strong> Malvatumauri <strong>National</strong>Council <strong>of</strong> Chiefs must assist the peopleto document traditional (kastom) l<strong>and</strong>policies (Kastomary <strong>L<strong>and</strong></strong> Laws) in eachvillages, areas or isl<strong>and</strong>s in <strong>Vanuatu</strong>.<strong>Policy</strong><strong>Legislation</strong> Clarify policy in consultation with <strong>National</strong> Council <strong>of</strong>Chiefs. In accordance with Article 76 <strong>of</strong> the Constitution a<strong>National</strong> <strong>L<strong>and</strong></strong> Law must be drafted. As above. As above.<strong>Legislation</strong> The Customary <strong>L<strong>and</strong></strong> Tribunal Act to be reviewed<strong>and</strong> amended where necessary. (Possible support from NZAID)Administration Design <strong>and</strong> implement a l<strong>and</strong> recording system.1
