It is envisagedthat such a reform program would require support for a period of at least 5 yearsand could realistically cost in the vicinity of A$10 million over that period.8.3. Short Term Reforms/InitiativesThe Steering Committee has the responsibility of providing oversight and amonitoring role to progress the 20 resolutions. The committee requiresadministration support and a person to coordinate activities on a daily basis. It isrecommended that the Government appoint immediately, under the SteeringCommittee Chair, a person to undertake the secretarial duties necessary to supportthe activities of the Steering Committee. This person must have a goodunderstanding of land issues in Vanuatu and be capable of discussing issues withSteering Committee members, government officials and donor agencies.A number of short term initiatives have been identified which can be readilyimplemented with an aim of supporting the implementation of the longer term projectreform initiatives. The short term initiatives are also aimed at ensuring that themomentum for reform is maintained and that the Government, through the SteeringCommittee, is able to demonstrate positive progress in moving forward the 20resolutions.In the implementation of the short term initiatives there must be a realisation thatsome administrative reforms will need to be implemented to support theseinitiatives. For example there will be little benefit in undertaking legislative orprocedural changes that will provide mechanisms for improved enforcement if staffare not made available to undertake the enforcement role. Institutional reformnecessary to support changes that come about through the short term initiativesmust be managed and funded by the Government.The short term initiatives are detailed in Attachment 10 and are:40
