Attachment 11It is possible for the Government to implement either procedural changes ortemporary measures to ensure that a number <strong>of</strong> these administrative issues areaddressed with a high level <strong>of</strong> urgency. This would ensure that the Government isdemonstrating a strong commitment to the outcomes from the <strong>National</strong> <strong>L<strong>and</strong></strong>Summit.Activities:The Department <strong>of</strong> <strong>L<strong>and</strong></strong>s to implement appropriate procedures so as to ensure theissues included in the 20 resolutions that are administrative in nature are addressed.Expected outcomes:Increased certainly, transparency <strong>and</strong> underst<strong>and</strong>ing <strong>of</strong> l<strong>and</strong> transactions <strong>and</strong> thelease documents.Institutional arrangements:Staff in the Department <strong>of</strong> <strong>L<strong>and</strong></strong>s to be assigned responsibility for implementingchanges in procedures.Geographical scope:The whole nation.Timeframe <strong>and</strong> Duration:The development <strong>of</strong> the changes need to commence immediately <strong>and</strong> should beimplemented within 6 months.Indicative budget:All activities are to be funded from the Government’s recurrent budget.8. SCOPING NOTE #7: PROTECTION OF FORESHORERESERVESPurpose:To draft the legislation necessary to protect foreshore reserves, <strong>and</strong> guaranteeaccess by the public <strong>and</strong> custom owners.Problems to be addressed:The <strong>L<strong>and</strong></strong> Summit identified a number <strong>of</strong> problems associated with restricted accessto foreshore areas <strong>and</strong> adjacent reefs. In some cases, leases have been grantedwhich extend below the mean high water mark (HWM), <strong>and</strong> even beyond to theadjacent reef, <strong>and</strong> l<strong>and</strong> reclamation <strong>and</strong> other construction works are being carriedout below the mean HWM.
