To ensure that l<strong>and</strong> disputes are managed <strong>and</strong> resolved in a fair <strong>and</strong>timely manner; To run awareness <strong>and</strong> workshops on l<strong>and</strong> policy <strong>and</strong> interpretation <strong>of</strong> alll<strong>and</strong> acts.In relation to l<strong>and</strong> administration activities the issues are; how well are these roles<strong>and</strong> responsibilities being undertaken, <strong>and</strong> are the objectives being met? Thefollowing analysis <strong>and</strong> review <strong>of</strong> the activities within the DOLSR <strong>and</strong> associatedagencies responsible for l<strong>and</strong> administration activities will enable an initialassessment to be made.A detailed analysis <strong>of</strong> each <strong>of</strong> the relevant l<strong>and</strong> related units is provided inAttachment 7.6.2. Institutional <strong>and</strong> Organisational IssuesThere are a number <strong>of</strong> strategic issues facing the general operation <strong>of</strong> activitieswithin the Department <strong>of</strong> <strong>L<strong>and</strong></strong>s <strong>and</strong> l<strong>and</strong> administration functions generally. Anumber <strong>of</strong> attempts have been made over the past few years to streamline <strong>and</strong>improve the overall operations <strong>of</strong> each <strong>of</strong> the activities that need to be supportedwithin the department. However there has been little attempt to adopt an holisticapproach to the review process, to undertake a detailed assessment <strong>of</strong> each <strong>of</strong> thefunctions, review the legislative roles <strong>and</strong> responsibilities, undertake a trainingneeds analysis <strong>and</strong> to structure the organisation to avoid duplication <strong>and</strong> improveefficiency.There needs to be a focus on implementing good governance within all agencies.The CRP should be revisited to see what lessons can be learnt from that program<strong>and</strong> what reforms could be successfully implemented into the l<strong>and</strong> related agencies.Many <strong>of</strong> the l<strong>and</strong> related activities have a direct interface with the public <strong>and</strong> it istherefore important that business procedures are reviewed along with the interfacebetween government <strong>of</strong>ficials <strong>and</strong> the public (customer service).The DOLSR <strong>and</strong> provincial planning activities need adequate human resourcescapable <strong>of</strong> implementing policies effectively <strong>and</strong> efficiently, to guide, supervise <strong>and</strong>regulate the implementation <strong>of</strong> programmes <strong>and</strong> projects, <strong>and</strong> to monitor <strong>and</strong> reporton all administrative <strong>and</strong> technical activities. In order to develop the necessaryhuman resources, current staff may need to receive appropriate training in <strong>Vanuatu</strong><strong>and</strong> possibly abroad.6.2.1. Organisation, Management <strong>and</strong> Operations (OMO)There needs to be an Organisation, Management <strong>and</strong> Operations (OMO) studyundertaken <strong>of</strong> all l<strong>and</strong> management <strong>and</strong> l<strong>and</strong> administration related activities incentral <strong>and</strong> provincial governments to gain a clearer picture <strong>of</strong> the management,institutional <strong>and</strong> administrative issues.The Organisation, Management <strong>and</strong> Operations study would review the following: Organisational structures, roles <strong>and</strong> responsibilities for the operations <strong>of</strong> DOLSR<strong>and</strong> provincial planning activities at central <strong>and</strong> provincial level.32
