<strong>Uptown</strong> <strong>Transportation</strong> <strong>Study</strong>Part A: <strong>Uptown</strong> <strong>Transportation</strong> Plan7.4 Recommended SolutionsBased on the preceding analyses, this <strong>Study</strong> recommends the following actions to improve parkingin <strong>Uptown</strong>:• Establish the <strong>Uptown</strong> <strong>Transportation</strong> Management Association (TMA)• Implement the Travel Demand Management arm of the <strong>Uptown</strong> TMA• Consider an <strong>Uptown</strong> neighborhood parking permit program• Build new parking facilities• Pursue alternative funding and financing mechanisms to support parking operations andfacility expansion.7.4.1 <strong>Uptown</strong> <strong>Transportation</strong> Management AssociationThe overall scope of the organization is envisioned to possibly include Travel DemandManagement (TDM), a pilot shuttle operation, parking operations, and the possible futureownership and development of parking structures. Thus, the recommended alliance is conceivedas a <strong>Transportation</strong> Management Association (TMA).According to the US Department of <strong>Transportation</strong>, a <strong>Transportation</strong> Management Association(TMA) is a “voluntary association of public and private agencies and firms joined to cooperativelydevelop transportation-enhancing programs in a given area. TMAs are appropriate organizationsto better manage transportation demand in congested suburban communities.”OrganizationOn the basis of this analysis, the establishment of an <strong>Uptown</strong> TMA to operate those selected assetsof the joint venture partners as a consolidated parking system is judged to be the highest rankingalternative.
