Pathfinder Orange Book Version 2.2.42.2.1 Dossier Phases in NEW PATH REQUEST (also referenced as “Path Request” or “RegularPath Request”)2.2.1.1 Dossier phase - OpenIn this phase, the Dossier is only available to the person who created (opened) it. The Dossier canbe changed and saved at will. It is in this stage of the process that the basic data is recorded.The participating RU’s and infrastructure managers are identified in the Open phase. Changing theparticipating companies is still possible at any stage of the process. (See also 27.7. Defining andchanging the participating companies )There is no limitation on the number of companies that can participate. Any number of RU’s andinfrastructure managers can be involved in one Dossier. A participating company does not have tohave stops included in the timetable. Other companies can also be involved in the approvalprocess, for example service companies.It is not compulsory under Pathfinder for more than one RU or infrastructure manager to beinvolved in one Dossier, because, for example, the catalogue paths of a company can also bemade available via Pathfinder.(New since 2.2.4): When the RU configures the requested timetable and enters the operationpoints, the system automatically recognizes the Infrastructure Managers which are responsible forthe particular operation point and adds them (if they are not added manually) to the list ofparticipating IMs to the dossier.When the Dossier is released for the other participating RU’s, the Dossier enters the Harmonizationphase.Please note that this phase is present in all Pathfinder processes, and can be viewed and editedonly by the user of the leading company that has opened the dossier.2.2.1.2 Dossier phase – HarmonizationPlease note that this phase is available for New Path Request and also for other processes suchas regular Late Path Request and Ad-Hoc Path Request.Once the basic data has been recorded, the Dossier should be checked by the other participatingRU’s and added to or corrected as required. This takes place during the Harmonization phase. Allthe RU’s that were entered in the Open phase receive the Dossier. The Dossier can be viewed andamended by all the participating RU’s. Within the requested timetable, each RU can only makechanges, or have the data updated through Pathfinder Integration Platform, in the section assignedto them.The aim of this stage of the process is for all participating RU’s to give their approval to theDossier. This is done by using the following acceptance indicators:Green = concept approved AcceptedYellow = concept currently being processed Being processedRed = concept rejected Not acceptedBlue = no knowledge of the conceptBy approving a Dossier, an RU indicates to the IM that it will place the path request for this path. Itshould be noted that the Harmonization phase must be at least long enough for all participatingRU’s to have the opportunity to give their comments on and evaluation of the Dossier. When allparticipating agencies have worked together and put their acceptance indicators to green, theleading RU can move the dossier into the next phase, so called Path Request.December 2010 Page 16 of 133
Pathfinder Orange Book Version 2.2.4As it was already mentioned in process type description (see chapter 2.2), the conference mode inharmonisation is replaced with Path Consulting Conference – the first process step of the FeasibilityStudy process type.2.2.1.3 Dossier phase – Path RequestThe leading RU passes on the Dossier as a Path Request to the IM’s. This generally happenswhen all the cooperating RU’s have given their approval.IMPORTANT: (New since 2.2.4) Mandatory IM-specific parameters have to be set by allparticipating RUs, otherwise, the system will write the appropriate error message and will preventthe issuing of Path Request!It is in the Path Request phase that the Dossier is passed to the IM’s for the first time (if no PathConsulting Conference was made). In this phase the RU’s cannot change the requested timetableand some other Dossier data any more.The IM defined as being lead-manager receives the Path Request for checking.The RU’s now lose the right to amend the Dossier. In the subsequent phase of the process, theRU’s can only access an archive version of the Dossier. This archive version contains the Dossierin the state in which it was submitted as a Path Request. NOTE: The train composition can bechanged by the RU’s at any time.A Path Request can be withdrawn by a leading RU. If that happens, the Dossier is withdrawnentirely. Then any timetables already created by the IM will be deleted. A Path Request shouldonly be deleted if it is highly probable that no path will be agreed or ordered on the basis of thisPath Request. If the Path Request only needs modifying (different stops, times, parameters), thena message (see also: 8.3 Messages) should be sent to the leading IM indicating the changes. Thelead-managing organisation can then decide whether the Path Request should be rejected orwhether the IM’s will submit the path in its current state as an offer. This procedure allows the IM todecide whether the paths created so far in the Dossier should remain or whether all the timetabledata should be deleted (See also: 27.5. Changes / additions to requests that have already beensubmitted ).The leading IM can start the next phase by releasing the Path Elaboration. The leading IM has thepossibility to release Path Elaboration with timetable times copied from the RU-requested timetableor without given timetable times. Both approaches have their practical purpose: if IMs havedomestic systems which are able to send the timetable data automatically to Pathfinder viaPathfinder Integration Platform – the times will be added to the IM-timetable anyhow. On the otherhand, if the IMs do not have such an interface and are forced to edit the dossier data manually,then, it would be a better choice to copy the timetable times and use them further – this causesless manual work for the users. It is the responsibility of the leading IM to choose the appropriateway for further processing.2.2.1.4 Dossier phase – Path ElaborationIn the Elaboration phase, the IM’s draw up an offer for the RU’s. To do this, paths are constructedon the national planning systems and then imported into Pathfinder using the Pathfinder IntegrationPlatform interface from the domestic system or else the path data is transferred manually intoPathfinder. In this phase the RU’s have read-only access to the archive version of the request theyhave submitted. The IM’s also give their approval to the Elaboration process using the acceptanceindicators:Green = concept approved AcceptedYellow = concept currently being processed Being processedRed = concept rejected Not acceptedBlue = no knowledge of the conceptDecember 2010 Page 17 of 133
