Pathfinder Orange Book Version 2.2.42.2.4.5 Access Rights2.2.5 Short Term Path Request Process Type (new since 2.2.3)This process type is based on intermediate results of the TAF-TSI TSI Short Term Path Requestspecification. This specification covers the path requests that happen on a short term, where the RUrequestas well as the reaction of IMs has to be processed quickly, and more flexible than withinother process types provided in Pathfinder. The easiest way to explain the behavior of the system isto take a typical example: If a railway undertaking (RU) requests the part of a path in Germany, theirpartner RU requests the second part in Austria, and their further RU partner requests theinfrastructure part in Italy, the RU operating in Germany that has the acceptance indicator set togreen color should be able to place the path request to the corresponding (national) IM even if othertwo RUs still have the acceptance indicators to yellow (but, at least yellow, since the path requests ofRUs do have to be harmonized). The corresponding IM would be able, in that case, to start the PathElaboration (even path construction on national level) before the other IMs have got the request(because their RUs are still in status “yellow” in the Harmonization).The other two participating RUs would still see the dossier in Harmonization phase, and the first RUwould see the dossier in Path Elaboration phase, and could even get the Draft Timetable offer fromthe corresponding IM.In the same way, the IMs are not forced to fully harmonize in the Path Elaboration phase, each of theparticipating IMs can issue the Draft Timetable upon their own green light on acceptance indicator.Consequently, ently, the RU (the pair-RU of the particular IM – we will introduce the term “RU-IM-pair” inthe next sub-chapter) would be able to see the dossier already in Acceptance phase even if otherRUs and IMS still have the dossier in the Path Elaboration phase.EC regulations define Short term request as Ad-hoc requests and operational needs. That means itwill be up to us (RNE and IMs) to define the boundary between Ad-hoc and Short term. One canimagine that this boundary will be around 30 days prior the (first) day of operation. If by coincidencethe train should run on the first day of a new timetable (2 nd Sunday in December), the request wouldbe placed not earlier than Mid-November. For example, 2011 timetable period will be shown in thedrop down only after Mid-November 2010 (the starting rule would be timetable period start date – 30days).2.2.5.1 Opening of Dossier in Short Term Path Request modeSince the system automatically sets the process type upon opening the dossier (see New PathRequest, Late Path Request, Ad-Hoc Path Request), there is a separate entry point for dossieropening: an additional button in Inbox of RU: “Open New Dossier as Short Term Path Request” isprovided.
