Systems under review2 Systems under reviewThe Programme’s systems being reviewed are: recruitment, training and development ofLHWs; payment of LHW stipends; logistics; performance monitoring; transportation andmanagement information.They were selected on the basis of: being integral to the purpose of the LHWP, as describedin the Introduction; being implemented throughout the organisation; and the evaluators beingable to provide an indication of the level of performance, either from measure by theQuantitative Survey, from the Programme’s information databases or from key informantinterviews.Figure 2.1Systems included in the Systems Review2.1 System descriptionFor each system, there is:• a statement of purpose;• a list of KPIs, as outlined in the Strategic Plan and the PC-1;• a brief overview of its operation;• a description of how the system is monitored, the results from the 3 rd Evaluation, 9and what management information is available; and• a summary of the planned systems developments intended for the period of theStrategic Plan (2003–11).9This evaluation, the 4th Evaluation, has adopted a methodology that allows for comparison of results with the 3rd Evaluation.5
