Appendix A5.15Double frontage.Double frontage lots shall be avoided except where essential to provide separation of residentialdevelopment from arterial highways or to overcome specific disadvantages of topography and orientation.A planting screen easement of at least ten (10) feet, and across which there shall be no right of access,shall be provided along the line of lots abutting such a traffic artery. Screen planting shall be according tothe CO corridor overlay district of the zoning ordinance. Species shall be according to Appendix D of thezoning ordinance.5.16Access from principal and minor arterials.Lots shall not, in general, derive access exclusively from a principal or minor arterial street. Wheredriveway access from a principal or minor arterial street may be necessary for several adjoining lots, thesubdivision agent may require that such lots be served by a combined access drive to limit traffic hazardson the street. Where possible, driveways should be designed and arranged so as to avoid requiringvehicles to back into traffic on principal and minor arterials.5.17Reverse frontage (reserved).5.18Soil preservation, grading, and seeding.Land to be subdivided shall be laid out and improved in reasonable conformity to existingtopography, in order to minimize grading and cut and fill, and to retain, insofar as possible, the naturalcontours, limit stormwater runoff, and conserve the natural cover and soil. No topsoil, and/or gravel, shallbe removed from any lots shown on any subdivision plat, except in accordance with the provisions of thecounty's erosion and sediment control ordinance.1. Soil preservation and final grading. Topsoil shall not be removed from residential lots or used asspoil, but shall be redistributed and shall be stabilized by seeding or planting.2. Lot drainage. Lots shall be laid out so as to provide positive drainage away from all buildings,and individual lot drainage shall be coordinated with the general storm drainage pattern for thearea. Drainage shall be designed so as to avoid concentration of storm drainage water fromeach lot to adjacent lots.3. Lawn-grass seed and sod. Seeding and sod requirements shall be appropriate for localconditions and shall be subject to approval by the planning director.5.19Debris and waste.No chemical or manmade products or materials of any kind shall be buried in any land, or left ordeposited on any lot or street at the time of the issuance of a certificate of occupancy, and removal ofthose items and materials shall be required prior to issuance of any certificate of occupancy on asubdivision.5.20Waterbodies and watercourses.If a tract being subdivided contains a water body, or portion thereof, lot lines shall be so drawn as todistribute the entire ownership of the water body among the adjacent lots. The subdivision agent mayapprove an alternative plan whereby the ownership of and responsibility for safe maintenance of thewater body is so placed that it will not become a county responsibility. No more than twenty-five (25)percent of the minimum area of a lot required under the zoning ordinance may be satisfied by land that isunder water. Where a watercourse separates the buildable area of a lot from the street by which it has

However, the subdivision agent may waive this provision when in the judgment of the subdivisionagent extreme topographic conditions would cause undue hardship if the subdivider complied with thisprovision.5.22Block width.Blocks shall be wide enough to provide two (2) tiers of lots of minimum depth, except where abuttingupon major streets, limited access highways, or railroads or topographical or other situations that makethis requirement impractical in which case the subdivision agent may approve a single tier of lots ofminimum depth.5.23Block orientation.Where a proposed subdivision adjoins a road classified as a collector or arterial by the VirginiaDepartment of Transportation, blocks shall be oriented to minimize ingress and egress on such roads;provided, however, that adequate emergency access shall be allowed.5.24Industrial or business subdivisions.Any lots or blocks intended for non-residential use shall be designed specifically for that purpose withadequate space for off-street parking, off-street loading, and delivery facilities in accordance with articleIV, section 30-91 of the zoning ordinance.
