Reports and Documentsnuclear weapons made by the President of the ICRC to the Geneva diplomatic corpsin April 2010 and by the President of the International Federation of Red Cross andRed Crescent Societies to Nobel laureates in Hiroshima in November 2010,convinced that the International Red Cross and Red Crescent Movement(Movement) has an historic and important role to play in efforts to create theconditions for a world without nuclear weapons,1. emphasizes the incalculable human suffering that can be expected to result fromany use of nuclear weapons, the lack of any adequate humanitarian responsecapacity and the absolute imperative to prevent such use;2. finds it difficult to envisage how any use of nuclear weapons could becompatible with the rules of international humanitarian law, in particular therules of distinction, precaution and proportionality;3. appeals to all States:– to ensure that nuclear weapons are never again used, regardless of theirviews on the legality of such weapons;– to pursue in good faith and conclude with urgency and determinationnegotiations to prohibit the use of and completely eliminate nuclearweapons through a legally binding international agreement, based onexisting commitments and international obligations;4. calls on all components of the Movement, utilizing the framework ofhumanitarian diplomacy:– to engage, to the extent possible, in activities to raise awareness among thepublic, scientists, health professionals and decision-makers of thecatastrophic humanitarian consequences of any use of nuclear weapons,the international humanitarian law issues that arise from such use and theneed for concrete actions leading to the prohibition of use and eliminationof such weapons;– to engage, to the extent possible, in continuous dialogue with governmentsand other relevant actors on the humanitarian and internationalhumanitarian law issues associated with nuclear weapons and todisseminate the Movement position outlined in this resolution.Resolution co-sponsors:ICRCAustralian Red CrossAustrian Red CrossRed Crescent Society of AzerbaijanBelgian Red CrossBulgarian Red CrossThe Canadian Red Cross SocietyCook Islands Red Cross Society358
