Reports and DocumentsResolution 8 of the 31st International Conference of theRed Cross and Red CrescentIMPLEMENTATION OF THE MEMORANDUM OFUNDERSTANDING AND AGREEMENT ON OPERATIONALARRANGEMENTS, DATED 28 NOVEMBER 2005,BETWEEN THE PALESTINE RED CRESCENT SOCIETYAND THE MAGEN DAVID ADOM IN ISRAELThe 31st International Conference of the Red Cross and Red Crescent,1. notes the adoption of Resolution 5 of the Council of Delegates on 26 November2011 on the Implementation of the Memorandum of Understanding andAgreement on Operational Arrangements, dated 28 November 2005, betweenthe Palestine Red Crescent Society and the Magen David Adom in Israel (Seeannex for the text of the resolution); and2. endorses this resolution.***Annex – Resolution 5ADOPTED RESOLUTIONIMPLEMENTATION OF THE MEMORANDUM OFUNDERSTANDING AND AGREEMENT ON OPERATIONALARRANGEMENTS, DATED 28 NOVEMBER 2005, BETWEEN THEPALESTINE RED CRESCENT SOCIETY AND THE MAGENDAVID ADOM IN ISRAELThe Council of Delegates,recalling the MoU signed by PRCS and MDA on 28 November 2005, inparticular the following provisions:1. MDA and PRCS will operate in conformity with the legal frameworkapplicable to the Palestinian territory occupied by Israel in 1967, includingthe Fourth Geneva Convention of 1949 on the protection of Civilians in Timeof War.2. MDA and PRCS recognize that PRCS is the authorized national society in thePalestinian territory and that this territory is within the geographical scope of the412
