An international response <strong>to</strong> Africa’s under-utilised<br />
land, rising global food prices and investment<br />
opportunities are the recent land acquisitions<br />
(so-called “land grabs”). Whilst countries that do not<br />
have enough land and water <strong>to</strong> feed their populations<br />
have gained most publicity <strong>for</strong> their ef<strong>for</strong>ts <strong>to</strong> invest<br />
in <strong>African</strong> land, companies from relatively foodsecure<br />
countries are also making investments,<br />
because they predict increasing and shifting<br />
demand <strong>for</strong> food, feeds and fuel.<br />
(See Table 2). The World Bank has now developed<br />
(voluntary) guidance on such investments in an<br />
attempt <strong>to</strong> ensure <strong>African</strong>s, particularly local people<br />
and the poor, see some livelihood and food security<br />
benefits. 19 In a continent with insufficient <strong>for</strong>eign<br />
direct investment there are hopes that these<br />
acquisitions will help improve domestic productivity.<br />
However, deep concerns remain about how<br />
even-handed these land lease initiatives are 20 .<br />
