Saxon biotechnology under the (economic) microscope<br />

The Center for Healthcare <strong>Management</strong><br />

(CHM) at the IHK Chair <strong>of</strong> Applied Economic<br />

Theory was asked by the Saxon State Ministry<br />

<strong>of</strong> Science and the Fine Arts (SMWK) to<br />

evaluate the development <strong>of</strong> biotechnology<br />

in Saxony from an economic point <strong>of</strong> view.<br />

Characteristics <strong>of</strong><br />

biotechnology<br />

In a first phase, the characteristics and challenges<br />

<strong>of</strong> the biotech market were highlighted:<br />

high R & D expenditures, long and risky<br />

research periods <strong>of</strong> up to 14 years and problems<br />

with the financing <strong>of</strong> start-ups as well<br />

as other factors influenced growth in the biotech<br />

industry. Nevertheless, to date this industry<br />

is comprised <strong>of</strong> many small companies<br />

with diverse activities regarding research<br />

and development.<br />

In a second phase (scheduled to last until<br />

June 2009), the biotech landscape in Saxony<br />

will be examined based on the findings from<br />

International meetings and conferences<br />

Pr<strong>of</strong>essor Dr. Hans Wiesmeth was invited to<br />

give a keynote lecture on “The Private Finance<br />

Initiative: Investment Opportunities in Waste<br />

<strong>Management</strong>” at the 2nd International Conference<br />

on Accounting and Finance in Thessaloniki,<br />

Greece, August 28-30, 2008. He was<br />

also invited to present the same paper at the<br />

EU-Asia Solid Waste <strong>Management</strong> Conference<br />

in Ipoh, Malaysia, October 28-30.<br />

October 12-27, Pr<strong>of</strong>essor Wiesmeth participated<br />

in the final meeting <strong>of</strong> the Asia Link Pro-<br />

ject “INVENT – Integrated Waste <strong>Management</strong><br />

Modules for Different Courses <strong>of</strong> <strong>Graduate</strong><br />

Studies”. <strong>HHL</strong> is represented by the IHK Chair<br />

<strong>of</strong> Applied Economic Theory in this project<br />

which spans six countries. Pr<strong>of</strong>essor Wiesmeth<br />

gave presentations on the topic <strong>of</strong> “Integrated<br />

Waste <strong>Management</strong>” in workshops and training<br />

courses in Phnom Penh (Cambodia), Can<br />

Tho (Vietnam), Vientiane (Laos) and Bangkok<br />

(Thailand). Waste management is a vital issue<br />

for these rapidly developing countries on the<br />

River Mekong as their economic growth is<br />

phase 1. Indeed, the local development in<br />

Saxony will be investigated in a national context.<br />

The analysis will focus on patents, on<br />

third-party funding and venture capital, and<br />

on strategic alliances <strong>of</strong> companies and research<br />

institutions worldwide.The study will<br />

provide some insight into the special characteristics<br />

<strong>of</strong> a potential new growth area.<br />

yet developed. “Integrated Waste <strong>Management</strong>”<br />

integrates waste and what could be<br />

done with it into the economic allocation problems;<br />

practical implementations are based on<br />

the three Rs: reduce, reuse, and recycle. Integrated<br />

waste management is a growth area,<br />

with a turnover <strong>of</strong> 120 billion EUR in the European<br />

Union last year. In 2008, venture capitalists<br />

in the US are expected to invest more than<br />

1 billion dollars in innovative recycling projects.
