Main problems: International survey data and national administrative data sources<br />

provide considerable differences for the same indicator (e.g. incidence and prevalence<br />

of diabetes or stroke). The problem is choosing the more valid source. Mortality<br />

data quality is deteriorating because decreasing number of autopsies. Primary care<br />

privatisation causes data quality to deteriorate. The funding is limited, which is the<br />

number one problem.<br />

Ongoing and/or expected improvements: Legal basis for record linkage is in<br />

preparation.<br />

Possible solutions for implementation: Responsibilities are clear, the structure exists.<br />

Methodological problems, concerning calculation of indicators from different sources,<br />

need to be solved. Data flow system for some data (e.g. surgeries) should be established.<br />

If the funding can be arranged, Ministry of Health is to make decisions, and the actual<br />

implementation work would be done in LSIC.<br />
