253. Upon a Trialist commencing a trial, the League shall provide to him and his Parent a copy of<br />

these Rules and of the Parents’ Charter.<br />

Pre-Registration Agreements<br />

YOUTH DEVELOPMENT RULES<br />

254. Subject to the provisions of Art. 19 of the FIFA Regulations for the Status and Transfer of<br />

Players, on or after 1st January in any Season a Club may enter into a pre-registration<br />

agreement with a player who does not reside within one and a half hours’ travelling time of<br />

its Academy provided that such a player is then:<br />

254.1. in his Under 16, Under 17 or Under 18 year; and<br />

254.2. in Full Time Education; and<br />

254.3. not registered with another Club or Football League club.<br />

255. A pre-registration agreement shall be in PLYD Form 4 and shall include an undertaking by the<br />

Club to enter into a Scholarship Agreement with the player upon the Club having acquired<br />

the player’s registration and<br />

255.1. in the case of a player in his Under 16 year, on or after the last Friday in June in the<br />

academic year in which the Academy Player reaches the age of 16; or<br />

255.2. in the case of a player in his Under 17 or Under 18 year, upon his ceasing Full Time<br />

Education.<br />

Unless authorised in writing by the Board, a breach of such an undertaking will constitute a<br />

breach of these Rules.<br />

256. Clubs shall submit to the Secretary copies of all pre-registration agreements within five days<br />

of their being entered into.<br />

257. A written Coaching Curriculum shall be annexed to each pre-registration agreement and the<br />

player shall not be coached by or at the Club’s Academy or participate in its matches, tours,<br />

Festivals, Training Camps or Tournaments until the programme has been approved in writing<br />

by the Board and then only to the extent set out in the programme.<br />

Registrations<br />

258. Except for Trialists attending trials in accordance with Rule 243, and players attending<br />

Development Centres and players with whom a Club has entered into a pre-registration<br />

agreement in accordance with Rule 254, no player shall be coached by or at an Academy or<br />

participate in matches, tours, Festivals, Training Camps or Tournaments in which the Club<br />

operating that Academy is involved unless that Club holds his registration.<br />

259. Subject to Rule 260, players in age groups Under 9, Under 10, Under 11, Under 12, Under 14<br />

and Under 16 shall be registered for one year and those in age groups Under 13 and Under 15<br />

for two years.<br />

260. The registration of an Academy Player shall endure until the last Friday in June in the<br />

academic year in which he reaches the age of 16 if:<br />

260.1 he is engaged in the Full Time Training Model; or<br />
